It is our DNA to blame other for our failures and inefficiency!

Well said.

It is reported in the media that it is part of failure and inefficiency that has lead to this much of damage and loss in terms of both lives and property.

North East Monsoon is not new to us. Our efficiency lies in taking effective preventive measures well ahead of 'On set' of the monsoon.

Like, to identify the root causes for the calamity first and get prepared well to face the challenges of the monsoon. We had been experiencing the calamty due to fury of monsoon intermittently.

Are we not supposed to learn lessons from our ealirer bitter expereince?

Though they are guideliness, preventive measures, expert's advise, etc on the subject, may be it is utter failure on the part of administration that leads to severe loss of life and damage to property.

There are Institutions in India and Officers in Government at various level and from different Department through out are nominated for such training which impart the guidlines to prevent both 'man-made disaster' and 'natural calamities'.

The training also deals with taking effective rescue and relief measures in the event of calamity.

Where are these babus? Why they were allowed to sleep? What is the responsibility of the elected Government?

An efficient Government should be able effectively tackle such emergency situation with trained man power and modernised equipments swiftly and ensure normalcy.

And not difinitely posing for photographs and publshing pictures of distribution of relief packages and seeking GOI's financial assistance and blaming them for not being very liberal in sanctioning relief fund.

And as for as TN is concerned, when we have TASMAC, the milking cow, why should we go the GOI with a begging bowl?

Husband looks thin...He cannot afford a public fall with his wife in the dirty water..So lifting is ruled out...But do you really think they are married...He is trying to impress his lover...Rain provided the right opportunity to display in public his love and loyalty!!

A sea of inefficiency

Since the end of October, when the monsoon had set in, a huge volume of flood water has been draining into the sea. A resident of the city, Ashok has pointed out in his post on Friends of Chennai, a social initiative of The Hindu, that nature’s most precious resource was being let into the sea, depriving people of uninterrupted water supply.

Highlighting the slogan found on most Metro Water tankers — ‘Kudi neerai veenakadheer, mazhai neer uyir neer’ (‘don’t waste drinking water, rain water is water of life’) — Mr. Ashok, in his post, said that the government should have taken steps to effectively tap rainwater.

Like him, other residents too echo similar views, wondering why rainwater has not been effectively tapped.

K. Shyam, a resident of Velachery, whose house was inundated, since November 15, following heavy rain said: “Come summer and we will be going through the same grind of standing in front of water tankers with pots, every day. It saddens us to see so much water to go waste,” he said.

Sekar Raghavan, director of Chennai-based ‘Rain Centre’, pointed out that in the past, rainwater would fill up irrigation tanks.

I think rain water harvesting will help as it will increase the water table...Besides I feel that Chennai and its suburbs requires 2-3 more large storage facilities to store the rain water & it can be used while in distress..Similarly we should construct at least a dozen big and medium size reservoirs in the Eastern coast of TN to store the rain water..Besides the aquifer management has to improve...These require long term planning which I guess both the Kazhagams fail miserably!

In Tamil Nadu, rains are usually expected each year during Diwali. However, a deep depression over the Bay of Bengal changed the story this year, with rains lashing the state for days, and bringing it to a standstill. Heavy rains and winds battered the state incessantly for days with no relief in sight.

Many parts were flooded, thousands of people were left stranded, and damages have already amounted to several thousand crores.

Here's a look at the Tamil Nadu floods in numbers:

Four: The number of helicopters deployed by the Indian Air Force to airlift stranded people in Chennai.

Seven: The number of Indian services -- firemen, policemen, National Disaster Response Force, army, Air Force, navy and the Coast Guard -- that joined hands to rescue stranded people and distribute essential items like food in the state.

Eight centimetres: The amount of rain Chennai received in just 45 minutes.

10: The number of days that the waiting period of new vehicles has gone up by.

11: The number of teams that came to help from the National Disaster Response Force.

12: The number of cyclone shelters that were readied in Nagapttinam district.

14: The number of days schools remained shut due to rains.

25: The percentage of supply of vegetables that was hit due to rains in Chennai.

50: The percentage by which the prices of vegetables like carrots, tomatoes, beans and ladies finger shot up due to lack of supply during the rains.

176: The number of people who lost their lives due to the rains in the state.

Rs 180 crore: The loss caused to automakers in the state due to the rains.

246.5 millilitres: The amount of rain recorded in Chennai in just 24 hours (November 16 to 17), which was the highest in a decade.

402: The number of mobile medical units working in the state.

470 – The number of pump sets used by Chennai Corporation, along with 75 super sucker machines and 57 excavators to take care of water logging.
490: The number of localities in Chennai where work is in progress to reduce water stagnation.
587: The number of locations flooded in Chennai due to the rains.
1,000 – The number of locations in the city where medical camps will be conducted to screen people for hypertension, diabetes, respiratory problems, diabetes, skin infections, dengue, chikungunya and stomach disorders.
1,144.8 millilitres – The amount of rain recorded by Meenambakkam weather station in Chennai in November.
5,000 kg: The amount of supplies that was air-dropped by the Indian Air Force in 25 sorties.
Rs 7,500: The amount of compensation that a farmer will receive from the state government for per hectare loss of crops other than paddy.
12,000: The number of people who attended the 98 medical camps in Chennai on November 15.
Rs 13,500: The compensation that the state government will give a farmer for loss per hectare of paddy.
50,000: The number of meals distributed in Chennai by the volunteer group 'Chennai Rain Relief 2015'.
70,000: The number of people rescued in the state so far.
3,00,000: The number of people to be screened at medical camps by the Chennai Corporation across the city, from November 26.
4,00,000: The number of people in the state who were shifted to relief camps and provided food and shelter by the state government.
Rs 4 lakh: The compensation amount that the next of kin of all those who lost their lives due to the rains, will get from the state government.
Rs 110 crore: Amount of insurance claims received by the Chennai-based United India Insurance. This amount is expected to rise in the days to come.
Rs 150 crore: Business loss borne by the bus transportation sector.
Rs 500 crore: Amount released for the relief and rehabilitation of persons by the state government.
Rs 940 crore: Amount released by the Central Government for flood relief in the state.

Rs 2,000 crore: Amount requested by Tamil Nadu Chief Minister Jayalalithaa from the Centre for flood relief.
Rs 8,481 crore: Amount of loss caused in the state due to the floods/ rains.

Yes. All water drained away to the sea; only a small portion drenched into the ground.

Rain, lightning and labour pains in a cab through crawling traffic – Monday evening had all the elements of a movie, as Srini N. became a father for the second time. It all started around 4.45 p.m., when the IT professional’s wife went into labour. An Uber cab was called, and she and her mother began their journey from Medavakkam to a private hospital in Vadapalani around 5.15 p.m. But as rain battered the city, traffic stretched out in serpentine queues, unmoving.
“It was fine through Velachery and Inner Ring Road. But they got stuck at GST Road. At the Kathipara junction, traffic did not move for at least an hour-and-a-half,” said Srini. Most of the city was caught in traffic chaos on Monday evening, as arterial roads were choked.
While this was going on, Srini himself was hospitalised in Chromepet with a high fever. As the contractions intensified, Srini’s mother-in-law got down from the cab to check with the traffic police about the situation, he said. “But they were helpless. They were directing traffic but could not do anything about the jam.” An ambulance was called for, but the vehicle could not make it.
“Then, the driver called Sri Balaji Hospital, asked if they could admit her and then, we called the hospital too. The staff was on the verge of leaving but stayed behind for us,” he said.
Getting to the hospital involved taking a long U-turn, and by the time this was done, Srini’s wife’s water broke.
“The cab made it to the hospital, she went in and delivered in the next two minutes,” said Srini. “Thankfully, they were ready for us.”
The latest entrant to the family is a baby girl, born at 8.25 p.m., and both mother and baby are doing well, Srini said, and are expected to be discharged on Wednesday. The baby’s name? “It’s going to be rain related,” quipped Srini.
Patients, ambulances struggle
Those in need of medical care in the city have had it hard, with rains making travel difficult. Last week, when the city was flooded, R. Jayanthi, a resident of Kamakoti Nagar, Pallikaranai had a scare when her 22-year-old son fell and hurt his head. “ We called for an ambulance, but the hospital nearby was water-logged and it couldn’t come. I finally found a call taxi outside and convinced him to take us. He brought us out, and a police jeep then took us to hospital. Thankfully, my son is fine now,” she said.
A medical technician with a 108 ambulance said. “What used to be a 20-minute trip now takes us 45 minutes to an hour,” he said. A few hearses of the State’s free hearse service too, have suffered damage, with a tree falling on one, a hospital official said.

This year rains were nightmarish! :fear:

Thanks to the multiple apartment complexes built all around, with concrete entering the earth

for about 20 feet or more and reducing the soaking area for the rain water!
 
There was an excellent story on chennai rains by srinivasan jain NDTV yesterday ,

He presented the real issues leading to the man made disaster in chennai in addition to heavy rains

It appears that IT parks and surrounding residential construction besides the auto companies in oragadom were set up on marshy low level lands paying little heed to

environmental requirements.

The lakes around chennai storing water got restricted without provision for easy paths for overflows to sea.

Then there is unthinking development with nexus between land mafias and political class allowing multi rises in low lying areas such as velachery

even in upmarket areas such as Ashok nagar , many had water inside their homes.

One member here has been describing what she had to go through.

chennai will never be the same again.
