My experience,July 2013 ( when meters were made mandatory)
Autocracy
When I wanted to go from my house near Thiruvanmiyur bus stand to the corporation office at Adyar yesterday, the auto driver demanded a flat rate of Rs 60/- and when questioned about the meter, he said he would switch on the meter, but irrespective of the meter reading, I must pay Rs 60/- for that distance. I had no other go and so I agreed to his term and sat in the auto. When I reached the corporation office the meter recorded a distance of 2 kilometres and showed a fare of Rs 30/-.When I asked him whether it was fair on his part to ask double the fare, he started using expletives and to avoid a scene in the middle of the road, I paid him what he demanded. Similarly on my return, when I contacted another autowallah, he said that he had given his meter for repair and recalibration and asked me how much I was prepared to pay. I told him that as per the govt approved meter, the fare worked out to Rs 30/- and he immediately left the place asking me to wait until a govt auto picked me up. At that rate no auto was willing to go by the meter and at last I had to pay Rs 50/- for a more reasonable auto driver to reach my home. So as I feared the meter has become a bogus affair and no auto seems to care for the revised rates. Adhocism continues to rule the roost and people get fleeced as usual. Having become used to extortion, these autowallahs are not willing to see reason and if we think that one day they would abide by the rules and go by the meter, it will only be wishful thinking.
The situation has not changed a wee bit since then
