Here's one city turning India's mountain of trash into cash

Public support in Mysuru has allowed the city to manage its garbage substantially.

It's 6:30 a.m. in the Indian city of Mysuru and the streets are full of the sound of whistles blowing as workers in olive green aprons and rubber gloves begin a door-to-door search. They have come to collect one of India's biggest untapped resources: garbage.

The about 1 million citizens in the southern city, also known as Mysore, are in the vanguard of a campaign by Prime Minister Narendra Modi to clean up the country and recycle rubbish into compost and electricity. The task is gargantuan, but the approach in Mysuru -- combining the availability of cheap labor with traditional methods and modern plants -- shows how the country might overturn its image of ubiquitous trash.

India's cities are among the largest garbage generators in the world, producing about 62 million tons of waste every year. Only about 82 percent of it is collected and only 28 percent of that is treated and processed. Most goes into landfills, open dump sites or is just left on the ground, often clogging rivers and drains.

According to a 2012 'Coastal Zones of India' report prepared by Ahmedabad-based Satellite Application Centre (SAC), an unit of Indian Space Research Organisation (ISRO), Tamil Nadu is set to lose 3,209.33 sq km of coastal area prone to submergence if the sea level rises by even one metre.

A graphic representation of maps provided by SAC highlights portions that are likely to be submerged in blue. The red portions indicate areas that may be affected when there is a high tide.

Madras High Court asks the Centre to take inspiration from UAE Child Rights Law and make breastfeeding mandatory.

In a bizarre set of questions, the Madras High Court has asked the Central Government to explore the possibility of bringing an Act which makes breast-feeding mandatory for mothers. Why? Because according to Justice Kirubakaran, it should essentially be a fundamental right.

Justice Kirubakaran was hearing the case of a woman government employee on probation, who was not relieved of her services as she had availed maternity leave during her probation period.

In pursuit of her MBBS degree, Dr Ishwarya embarked on a two-year house surgeoncy at the Primary Health Care Centre in Sithurajapuram, Sivakasi. In India, two years of residency is mandatory for completion of the medical degree.

Dr Ishwarya, who joined the PHC as Assistant Surgeon (General) in March 2015, gave birth to a baby on July 4 that year. Following the delivery, she took six months maternity leave before re-joining service in January 2016 and completed her surgeoncy in March 2017. Ishwarya then wrote the post-graduate NEET examination, attended counselling and gained admission into Kilpauk Medical College for her post graduate degree.

However, the PHC refused to relieve her stating that she had not completed her training because she was not entitled to maternity leave as a probationer.

The Madras HC ruled in Dr Ishwarya’s favour and said that “nature does not discriminate whether the woman is an approved probationer or an unapproved probationer with regard to the child birth.”

Change in H-1B visa regulations: Over 5 lakh Indians in the US may be forced to return[/h]

The proposal is part of US President Donald Trump’s ‘Buy American, Hire American’ initiative.

Visa issues continue to pile up for workers in the US on an H-1B visa, as a new proposal may force upwards of 5,00,000 Indians to return home.

As per regulations that are currently being considered by the US Department of Homeland Security (DHS), workers will not be able to get extensions on their H-1B visas, which is typically issued for a period of three to six years. Many apply for a Green Card – which grants permanent residency – based on which their work visas are indefinitely extended till their applications are in process.

If this proposal comes into force, that won’t be the case anymore. There are thousands who have been waiting for years for their Green Card application to be processed.

Quoting two US sources, McClatchy reported that the proposal is part of US President Donald Trump’s ‘Buy American, Hire American’ initiative.

“The idea is to create a sort of ‘self-deportation’ of hundreds of thousands of Indian tech workers in the United States to open up those jobs for Americans,” a source told McClatchy.

However, quoting an official of an immigration firm, News18 reports that the number of people affected may be closer to 1.5 million, including children and spouses.

Over 50% of H-1B visa holders are Indian.

Deputy assistant attorney general for the Justice Department in the Obama administration who now represents H-1B workers, Leon Fresco, told McClatchy, “This would be a major catastrophic development as many people have been waiting in line for Green Cards for over a decade, have U.S. citizen children, own a home.”

With Radha's death, ends an era which associated music with complete devotion and spirituality.[/h]The 83-year-old Carnatic vocalist died of pneumonia in Bengaluru late on Tuesday. The end came while her granddaughter S Aishwarya was singing to her an MS favourite 'Sriman Narayana'. "She was a fighter till the end. From the time she fell ill with tuberculosis after the Festival of India programme in London in April 1982 till her last breath, for 36 years, she fought against physical adversities but never complained about the pain she suffered. She bore her sufferings with a smile. We have lots to learn from her," said her son V Shrinivasan, who has an elder brother V Chandrasekar and sister Subulakshmi.

[h=1]Born to T Sadasivam and Apithakuchambal (alias Parvathi) at Gobichettypalayam, Erode, in 1934, Radha grew up with music around her. A student of Vazhavoor Ramiah Pillai, she started giving Bharatanatyam performances as a child. "She along with Anandhi made a name for themselves. MS Amma too has sung for them in several of their dance performances. After the Constitution, democracy and the armed forces, the RSS is the factor that has made people in India safe, and that the idea of secularism should not be kept away from religion, retired Supreme Court judge K T Thomas has said.
Addressing an RSS instructors’ training camp in Kottayam on Sunday, Thomas also said, “If an organisation has to be given credit for freeing the country from the Emergency, I would give that to the RSS.”

Thomas said he feels the Sangh imparts discipline to its volunteers for “protection of the country”. He said: “Snakes have venom as a weapon to defend (themselves against) attacks on them. Similarly, the might of man is not meant to attack anyone. I appreciate the RSS for teaching and believing that physical strength is meant to guard (oneself) against attacks. I understand that the physical training of RSS is to defend the country and the society at the time of attacks.”

He said, “If asked why people are safe in India, I would say that there is a Constitution in the country, there is democracy, there are the armed forces, and fourthly the RSS is there. What prompts me to say is that the RSS had worked against the Emergency. The RSS’s strong and well-organised work against the Emergency had reached then Prime Minister Indira Gandhi…. She understood that it could not go (on for) long.”

Trump's new disruptive H-1B visa move can be a boon for India

NEW DELHI: More than 500,000 skilled Indian workers might have to come back from the U.S. if a proposal by the Trump administration not to extend H-1B visa of those waiting for permanent residency (Green Card) is implemented. The move would not only disrupt careers but also families. On top of that, India is already passing through a jobs crisis.

The grim outlook, however, has a silver lining.

While it will be a big loss for individuals, it could be a huge gain for the country. Just when India's new-age enterprise is taking off as innovative startups mushroom in all big cities and the government is keen to make doing business easier, the return of such a large number of Indian tech workers can give a big push to Indian business.

Most of these workers are the brightest Indians who have passed out of elite Indian institutions. While Indians are proud of Sundar Pichai who heads Google and Satya Nadella who heads Microsoft, they are still American success stories.

[h=1]The Human Resource Development (HRD) Ministry’s decision to use Aadhaar as proof of identity in the annual collation of data on teachers employed in higher education helped it uncover around 130,000 ghost teachers, Mint has reported.
After it received several complaints about bogus teachers in higher education institutions, the HRD ministry had asked employers to submit the 12-digit Aadhaar numbers of teachers as part of the annual data collation exercise.
“Aadhaar linkage was not made mandatory but we asked them to furnish it. Some reputed universities have not given Aadhaar data but whatever data has come, the faculty strength has gone down by around 10% in 2017,” said an official.

While the HRD Ministry has managed to stop colleges from duplicating teachers’ data to some extent, it has discovered a new problem in the process - understaffing in higher education institutes. While this issue has excited for years, removal of 130,000 teachers from the rolls after Aadhaar verification exercise reveals the shortfall is far higher than what has been estimated so far.

The teacher-student ratio in India in 2015-16 was 1:21, less than the ideal 1:10. After the discovery of bogus teachers, the ratio is set to worsen.

அதில் தெரிவிக்கப்பட்டுள்ளதாவது:

"நாடுமுழுவதும் உயர் கல்வியில் சேர்பவர்கள் பட்டியலில் தமிழகம், 46.9 சதவீதத்துடன் முதலிடம் பிடித்துள்ளது. தமிழகத்தை பொறுத்தவரை ஒட்டுமொத்த மாணவர்களின் பட்டியல் மட்டுமின்றி ஆண்- பெண் விகிச்சார அடிப்படையிலும், தாழ்த்தப்பட்ட மாணவர்கள் சேரும் விகிச்சார அடிப்படையிலும் முதலிடம் பிடித்துள்ளது. தமிழகத்தில் உயர் கல்வியில் சேரும் பெண்கள் 45.6 சதவீதமாகவும், ஆண்கள் 48.2 சதவீதமாகவும் உள்ளனர்.

உயர் கல்வியில் சேரும் மாணவர்கள் பட்டியலில், வடக்கு மற்றும் கிழக்கு பகுதி மாநிலங்கள் பின் தங்கியுள்ளன. நாட்டின் சராசரி அளவு 35.7 சதவீதமாக உள்ள நிலையில், பீகார் 14.4 சதவீதமும், அசாம் 17.2 சதவீதமும், ஒடிசா 18.5 சதவீதமும், மேற்குவங்கம் 21 சதவீதமும் பெற்று கடைசி இடங்களில் உள்ளன. உத்தரப் பிரதேசத்தில் 24.9 சதவீதமாக உள்ளது.

[h=1]RS Puram Police Station in Coimbatore best in the country, Hyd's Punjagutta PS second[/h]

The Anna Nagar police station in Chennai also fared well, ranking fifth overall in the country.

The RS Puram police station (B-2) in Coimbatore has been awarded the best police station in India, after a survey conducted by the Ministry of Home Affairs and Quality Council of India.

Tamil Nadu DGP TK Rajendran and station inspector T Jothi received a trophy from Union Minister Rajnath Singh on Saturday.
Meanwhile, in a major boost to the Telangana police, the Punjagutta Police Station in Hyderabad stood second in the Centre’s rankings.

"It's a matter of pride for the Tamil Nadu police. We plan to set up such police stations in all sub-divisions in Coimbatore city. We will upgrade many of our city police stations also," a senior police officer told ToI.

The Anna Nagar police station in Chennai also fared well, ranking fifth overall in the country.

Rajnath Singh presented the Union Home Minister’s Trophy for Best Police Station in the country on Saturday at a ceremony at BSF Academy in Madhya Pradesh.

For Punjagutta Police Station, the trophy was received by SHO S Ravinder along with Telangana DGP M Mahendar Reddy.

In a press release, the Telangana police explained that the Union Government had developed a uniform model of ranking police stations in the country and identified 10 best police stations.

"The basic objective of the survey is to improve quality of policing and make it citizen-friendly. Since the formation of Telangana, the Chief Minister’s vision of enhancing standards of service delivery by institutionalising effective and sustainable systems through use of technology, process initiatives and community partnerships in policing has gained recognition," the police said in a statement.

The last few days in Tamil Nadu have been chaotic, with staff belonging to the state-owned transport corporations going on an indefinite strike. While the state government has managed to calm the situation to a degree by hiring temporary drivers, it hasn’t solved the problem.

But why are the staff striking?

Lack of wages. The striking workers are demanding a 2.57 per cent increase in pay, and the government has agreed on a 2.44 per cent raise. In the midst of this, the Madras High Court has ordered those striking to return to work or face the consequences.

But, the problem with buses in Tamil Nadu goes far deeper.

Here’s some background. Tamil Nadu has seven transport corporations. The Tamil Nadu State Transport Corporation (TNSTC) operates through seven divisions – TNSTC Coimbatore, Kumbakonam, Madurai, Salem, Tirunelveli, Viluppuram, and the State Express Transport Corporation (SETC) and Metropolitan Transport Corporation (MTC) Chennai. Of these, SETC operates buses over long distances, MTC operates intra-city buses within the state’s capital, and the other divisions operate both intra-city and inter-city buses within their jurisdiction. For example, TNSTC Coimbatore Limited operates intra-city and inter-city buses in the districts of Coimbatore, Erode, Tiruppur and the Nilgiris, along with a few services to the neighbouring districts of Karur, Salem, Palakkad (Kerala) and Chamarajanagar (Karnataka).
All seven transport companies (transcos) have a common head in the form of a transport commissioner, an Indian Administrative Service (IAS) officer, but have an individual managing director (MD). Under these seven MDs, there are 70 general managers (GMs), 400 deputy GMs, and thousands of assistant engineers. The fleet strength of the entire setup, meanwhile, is around 28,000 buses. At any point in time, at least 5,000 employees are marked as ‘on duty’, but they are not really working. One can guess the kind of expenditure that must be involved.

15 நிமிடங்களாக அவர் செல்போனில் பேசியபடி பேருந்தை இயக்கியதை அச்சத்துடன் பார்த்த பயணி ஒருவர், வீடியோவாக பதிவு செய்துள்ளார். அந்த வீடியோ காட்சியில், இடது கையில் செல்போனை பேசும் தற்காலிக ஓட்டுநர், வலது கையால் கியர் போடும்போது ஸ்டீயரிங்கை பிடிக்காமல் பேருந்தை இயக்கிய காட்சி பதிவாகி உள்ளது.

Washington: In a relief for Indian techies, US authorities on Tuesday said that the Trump administration is not considering any proposal that would force H-1B visa holders to leave the country.

The announcement by the US Citizenship and Immigration Services (USCIS) came days after reports emerged that the Trump administration was considering tightening H-1B visa rules that could lead to deportation of 7,50,000 Indians.

A marble idol of Brahma and his consort Brahmani from the twlefth century, stolen from Gujarat’s Patan in 2001, was retrieved from London a period of over 16 years, said Indian officials. The Brahma-Brahmani, reached the Archaeological Survey of India (ASI) in Delhi on 22 December and is currently being stored in the Purana Qila musueum temporarily. Once security arrangements are taken care of by the Baroda circle, it will permanently be housed in Patan.

Director of Antiquities, ASI D N Dimri said that the idol was in ‘satisfactory’ condition and had not been damaged. The idol was stolen from the Rani-ki-Vav in Patan in late 2001 and then smuggled out of the country along with an eleventh century sandstone idol of Lord Ganesha.

The priceless artifact was was found to be in the possession of an individual in London who had put out an advertisement to sell it.

Along with this, the ASI expects several other priceless artifacts stolen from the country to return soon. Among these are the tenth century sandstone idol of Lord Nataraja that was stolen from Rajasthan in 1996 and sold to a British national for a huge sum.
The process to recover a sandstone idol of Vishnu avatar Varaha – stolen from Aturu, Rajasthan – back from Switzerland and an idol of Mahishamardini that was stolen from Patna and is in the United States now.

[h=1]Bill to increase TN MLA salary by 91pc introduced, no hike for bus drivers[/h]
The Bill proposes to increase the monthly salary and other paid to every MLA in Tamil Nadu to Rs 1.05 lakh from Rs 55,000 presently.
At a time when Tamil Nadu has been crippled by the bus strike for nearly a week over a wage hike, Chief Minister Edappadi Palaniswami has introduced a bill to increase the salary of MLAs in the state Assembly.

The Tamil Nadu Payment of Salaries (Amendment) Bill proposes to increase the monthly salary and other allowances paid to every MLA in Tamil Nadu to Rs 1.05 lakh from Rs 55,000 presently. That’s a hike of nearly 91%.

The draft bill has been opposed by the DMK and by RK Nagar MLA TTV Dhinakaran.

Leader of Opposition and DMK’s working President MK Stalin raised objections when the Bill was being introduced, stating, “We are strongly opposing the draft which provides Salary hike for MLAs. At the time of the crisis if this government passes the bill, people will laugh at us.”

Opposing the bill, Dhinakaran asked the Tamil Nadu government how they could double the salary of MLAs when they were unwilling to pay striking bus drivers.

The Hindu Munnani has filed a complaint with Chennai Police Commissioner against the DMK leader for her remarks on Tirupathi Venkatachalalpathy.

In the World Atheist Conference in Trichy over three days back, Kanimozhi describes her visit to the Tirupathi temple, a famous destination for Hindus across the country.

She says that she along with other MPs were taken to the temple by Vice President Venkaiah Naidu when they were part of a Home Affairs Committee. Kanimozhi praises the manner in which the institution runs but then goes to question devotees' belief in the God.
"It is a very well run institution and we have a lot to learn. I give it to them," says Kanimozhi. "Since we were all MPs, we were provided a special way to see the God. They say everyone is equal in front of God but that is a lie. If you give more money and buy ticket you get special dharsanam. If not, you stand for 10 hours, 20 hours or two days. That is God," she adds.

Although the Unique Identification Authority of India did not say it in as many words, the changes are an admission of the serious risks in others having access to your Aadhaar number, especially with at least 210 official websites found to be displaying them for all to see.
[h=3]But what is Virtual ID?[/h]According to a circular issued by the Unique Identification Authority of India on Wednesday, Virtual ID will be a 16-digit random number that is mapped to your Aadhaar number. Once you have generated a Virtual ID, you can provide that 16-digit number, instead of your Aadhaar number, to any agency seeking to use Aadhaar to authenticate you.
For most people, the key takeaway is that, starting March 1, they will have to generate a Virtual ID and will have to use that instead of Aadhaar for any sort of authentication.

In a move aimed at promoting tourism in Uttar Pradesh, the Yogi Adityanath government is planning to rejuvenate the Govardhan Parvat, a sacred Hindu site in Mathura, the Times of India has reported.

According to the report, the government's plan involves reviving Dwapar Yug flora along the hill’s 21-km perambulation path, for which the state has roped in the Indian Agriculture Research Institute. A team constituted by the government has been directed to find five varieties of trees: kadamb, karoli, tamal, pakkad and tilkan. These trees will be used to develop vegetation around the hill in a way that it resembles the description in the sacred texts.

The project will be monitored directly by the Chief Minister. Rs 226 crore have been sanctioned as the first instalment for the project, the report says.

The rejuvenation of religious sites is part of the state government’s larger scheme to revive tourist attractions across the state. For this purpose, the Chief Minister had, just two months after assuming office, formed the Brij Tirath Vikas Parishad (BTVP).

"In Hindu mythology, kadamb was the favourite tree of Lord Krishna, who used to play the flute and play with his friends under its shade. We've sent our research team to find this tree in Rajasthan's Karoli Dham," said BTVP CEO Nagendra Pratap.
