Hobbling with a paucity of staff, the income tax (I-T) department might find it difficult to assess more than 600,000-700,000 cases a year, though the government has suggested that people depositing a minimum of Rs 2.5 lakh cash in their bank accounts during the ongoing demonetisation drive will come under scrutiny.[/FONT]


[FONT=&quot]On Sunday, however, the department warned people against depositing their unaccounted old currency in someone else’s bank account. The tax department said it had decided to slap charges under the newly enforced Benami Transactions Act against violators that carries a penalty, prosecution and rigorous jail term of a maximum seven years.[/FONT]

[FONT=&quot]The demonetisation drive started on November 8, with Prime Minister Narendra Modi announcing that the old series Rs 500 and Rs 1,000 currency notes would be illegal from the next day. Those who possess money in these denominations can get it changed for legal tender from their banks till December 31. However, those depositing Rs 2.5 lakh or more in the old currency would come under the scanner of the I-T department, the government has claimed.[/FONT]

[FONT=&quot]With a staff crunch, it seems the department would now target only the big fish rather than go after small assessees. This 600,000-700,000 cases represent only one% of the total I-T assessees in the country and 0.2% of total PAN card holders.[/FONT]

[FONT=&quot]Most tax officials Business Standard spoke to confirmed the manpower crunch will compel the department to prosecute or penalise misreporting of large amounts (in crore).[/FONT]

[FONT=&quot]“Given the current manpower of the department, we will be able to focus only on high-potential big-ticket cases and not the small ones. The scrutiny over deposits of Rs 2.5 lakh or more being talked about is keeping in mind that the amount is the basic tax-exemption limit,” said an official.[/FONT]

[FONT=&quot]He added the exception to this could be if a big racket comes to light with a businessman depositing Rs 2.5 lakh in 50 accounts or so. In those cases, deposits of even up to Rs 2.5 lakh crore and Jan-Dhan accounts above Rs 50,000 could be investigated.[/FONT]

[FONT=&quot]According to the sanctioned strength of the I-T department, there are 7,294 assessment officers up to the additional commissioner level, which includes 4,204 I-T officers. The additional commissioners and joint commissioners handle about 30-40 quality cases a year, while the I-T officers assess about 100-150 cases a year, but smaller ones.[/FONT]

[FONT=&quot]Tax officials pointed out the increase in volume of cases could impact the quality of assessment.[/FONT]

[FONT=&quot]“Our situation will be like that of the bankers at the moment. There may be an increase in volumes of assessments as the investigation teams are making enquiries at full swing. But these additional cases arising out of demonetisation could add to the existing backlog and only reduce the quality of assessment,” said another official.[/FONT]

[FONT=&quot]The I-T department has issued hundreds of notices to individuals and firms, seeking sources of funds from those who have deposited large amounts in banks using the Rs 500 and Rs 1,000 currency notes since the demonetisation drive began.[/FONT]

[FONT=&quot]“These are just enquiries being carried out by the investigative wing. They will gather information and ultimately give it to the assessment officers for action. These assessment officers are limited in number,” said another official.[/FONT]

[FONT=&quot]The move is aimed to check tax evasion, money laundering and black money circulation. But many tax officials claim it may not be difficult to explain the source of funds in case of bank deposits, since the third quarter (October to December) is the peak demand season.[/FONT]

[FONT=&quot]“Most festivals and marriages take place during the third quarter. It will not be difficult to explain the large deposit,” he said.[/FONT]

[FONT=&quot]He added it would be a challenge for the tax officer to prove that depositors misreported income the previous year. “Enough evidence will have to be gathered for that. The onus will be on the tax department to prove that depositors misreported.”[/FONT]

And no one prevents an NRI to join as a volunteer to help the Income tax department staff who face new challenges but with the prior recorded approval of the authorities concerned instead of very seriously picking up Anti-Modi News and repeating the same untiringly.

Hospital Rejects Old Notes From Minister Sadananda Gowda For Brother's Body

MANGALORE: Union Minister Sadananda Gowda witnessed firsthand the trials of his government's notes ban as a hospital in Karnataka refused to accept old notes for the release of his brother's body.

Mr Gowda's brother Bhaskar Gowda died on Tuesday at the Kasturba Manipal hospital in Mangaluru, 10 days after he was brought in with severe jaundice.

When the minister arrived with his family and friends to take the body, the hospital asked him to pay dues of [FONT=RupeeForadianRegular !important]Rs.
60,000 first. When he handed the [FONT=RupeeForadianRegular !important]Rs.[/FONT] 500 and [FONT=RupeeForadianRegular !important]Rs.[/FONT] 1,000 notes that were banned on November 8, the hospital refused to accept them.

The minister reminded the officials that hospitals are bound to accept banned notes till November 24, but they refused to budge.


Mr Gowda finally made the payment by cheque and also extracted the hospital's written refusal to accept outlawed notes in writing.

The upset minister has said that an inquiry will be ordered.

"If hospitals don't accept old notes, then I can understand how much patients will suffer. I will decide what action to take, based on their written refusal to accept the banned notes from me," Mr Gowda, the Minister for Programme Implementation, told reporters.

PM Modi said the ban on the two highest currency notes would help check tax evasion and terror funding, and appealed to people to bear with hardships for a few more days.

Unfortunately he himself is the one who decides his priorities and call shots. So it is up to him what issue is to be addressed first.

Even as ATMs continued to see long lines on day 14 of demonetization, the government on Wednesday said all digital transactions through smartphones will not be levied with service charges till December 31.
The move comes after the government reviewed the situation post demonetization of 500 and 1,000 rupee notes and decided to encourage digital payments.

Addressing the media, Economic Affairs Secretary Shaktikanta Das said, PSU and some private sector banks have agreed to waive off service charges on use of debit card till December 31."
"The MDR charges on use of debit cards, the charges being levied by the banks and the switching charges will stand completely waived. So, there will be no charge on use of debit cards," he added.
Das also said that the service charge on online booking of train tickets has been waived off till December 31 to encourage e-ticketing.

If cashless society is the goal, but you charge for using debit card, a poor person with Rs 1000.00 is going to get less than that. That is a disincentive to use e-service. In USA the consumer is not charged for using credit card, and he gets to use money free till the billing date (usually a month).

Even these Rs 2000 notes is just a stop gap! It will be soon demonetized! There will be no incentive then for hoarding high denomination ones!!
 
Highlighting difficulties faced by farmers in sowing Rabi crops and paddy purchase, Bihar Cooperative Minister Alok Mehta on Wednesday urged Prime Minister Narendra Modi to allow cooperative banks to accept the demonetized high value notes.

A copy of the letter was also sent to Union Finance Minister Arun Jaitley, Agriculture Minister Radha Mohan Singh and RBI Governor Urjit Patel, Mehta told reporters in Patna. He said RBI, through a notification on November 14, had prohibited exchange and deposit of the now defunct Rs 1,000 and Rs 500 notes in cooperative banks, which has affected the farmers. "The order has created a lot of problems for farmers in sowing Rabi crops and also to purchase paddy in the state. It has also created a crisis for the farmers' families and hampered farm activities carried with the help of Primary Agriculture Committees in the state," the minister said. Mehta said that last year cooperative banks had regulated paddy purchase of over Rs 3,000 crore.
This year in view of the record production of paddy there is expectation of this amount exceeding to Rs 4,000 crore. He urged the Prime Minister to consider the gravity of the problem and order revoking the RBI order on cooperative banks. A total 1.16 crore farmers, mostly marginal and small, are served by cooperative banks in Bihar. There are 22 central cooperative banks in the state in which 8463 Primary Agriculture Credit Societies (PACS) and 521 trading councils are linked.

I don't think Coop Banks should be allowed...Their operations are not computerized & they maintain manual ledger process...It is a den for money launderers

I have not seen a computerised bank in a village in Bihar? Then again I have not a bank in most of the villages. I have not seen electricity in most of the villages in Bihar.
Viganeji India does not live in posh localities. I think Modiji also makes the same mistake.

You mean public sector Banks such as SBI, Bank of India, Bank of Maharshtra etc which have their branches in rural Bihar are not computerized??...They all have their IFSC codes & you can do online transactions...May be Regional Gramin Bank or a Coop. Bank may not have been computerized...People are experiencing delays and long queues but bearing it for a better future..Let us see what the future is in store post Dec'16

in india ...many rules are applicable for ONLY COMMION MAN....NOT FOR ALLL....MAINLY MIDDLE CLASSES ARE MAINLY

TAXES THROUGH TDS FROM THEIR SALARY....NOT FOR EVERYBODY.....
 
Now since most banks have started catering to their own customers, banks with small customer base have no crowd.

I could walk into one such bank today with no queue and deposited a bankers cheque.

I did not withdraw any money though I could have done it.

Senior citizens do not have any issues anywhere in delhi.

They can change with minimum wait time.

I could give my live cerificate for pension.in ten minutes.

In fact in all nationalised bank branches , only 20% of staff have work of changing money -receipts and deposits.Others have nothing to do as normal other transactions

have dried up. in whole day just three bankers cheques were made . i was given snacks [nice chess pakodas} by bank fellows enjoying after the days no work

The worst part seems to be over now at least in certain part. Things are settling donw thinck and fast where ever ATMs are being refilled regularly. However This is happening in only in selected areas or cities. In remote India, situation still continues to be grim. Remote villages where branches of Banks are less people are still finding difficult to obtain cash. This is defenitely going to be a herculian task and will need more time to get normal.
 
Recently, business honcho Ratan Tata had supported demonetization and called it a 'bold move that would wipe out black money and corruption'. The Tata Sons chairman took to Twitter to share his thoughts about the implementation, noting that it was causing 'great hardship to the common man'. He added that the government ought to consider relief measures similar to those employed at times of national calamities.
He wrote: "The present note ban implementation is said to be causing great hardship to the common man, particularly relating to medical emergencies, major surgical interventions and procurement of medication at many hospitals in smaller towns across the country. Hardship is also being experienced by the poorer people due to shortage of cash to meet the daily household needs for food. While the government is doing its best to increase the availability of new currency notes, it may be worthwhile to consider special relief measures similar those employed at times of national calamities to serve the poorer segment of the population for their daily needs and for enabling emergency healthcare/ medical treatment in smaller hospitals. Such emergency measures will be greatly appreciated by the distressed segment of the population as it would exhibit that the government cares and has not forgotten the needs of the common man at this moment of transition during the implementation of such an important demonetization program."

Usage of 500 Denomination extended till 15th December for Government dues medicines and feul bills. No exchange of notes any more . It can only be deposited in account only.
 
Raids in Delhi and Bhopal people arrested with 27 lakh &7 lakh worth new currency respectively . Were running racket of exchange of old notes for huge commissions
