How long this will dissuade people from dumping carbage in Public places?

Problem I see most of the time is about not finding garbage bins when I need to throw something. How long I can carry the garbage along with me? In foreign countries it is easy to find garbage bins and in many cases we get trained to carry the garbage in a bag all the way home before dumping it. Countries like Singapore fines heavily and people know they will be fined... In this case here, most probably the god photo and pamphlet will be missing in one day.

That is the key, and public shaming are the best means. In India the public is not aware and the enforcement does not exist,
