Pjji,
A learned member just posted in another thread, that because Hospital are so far that instead of Rushing to hospital he would do some useless treatment. and or pray and not bother reaching hospital (at least for his poorer cousins).

But your post is to the point. The culture of giving right of way to ambulance is not there, then again it is not written in some "scripture" or told to me by a 150 years old Sadhu.
That is the state in things here.
