IN THE RECENT CABINET RESHUFFLE SRI JAIPAL REDDY HAS BEEN STRIPED OF PETROLEUM MINISTRY AND SHIFTED TO SCIENCE AND TECHNOLOGY .There is a discussion whether science & technology ministry is less important or not in comparison to petroleum.what decide the popularity of a ministry ? whether on revenue earning or service to the society ?

It depends on the perspective of the observer. You can spin it any which way you want.
It India it may also depend on the amount of graft available.

correct observation. but some capable minister make even a less charming ministry more interesting with their innovation.in olden days the communication was less attractive and when it is separated from I&B,and came under a cabinet rank minister it has grown to level of 2G scam .

I think the size of the budgetary allocations decide the importance of ministries. And, by today's Indian norms this also gives an indication of how much public money can be transferred to private coffers and what will be the leverage possible for graft!!
