For higher dharma by which I mean to protect and establish dharma is of the highest priority. Not killing is typically dharma but under certain circumstances there may be exceptions if for example killing of an asuric person or persons will save the lives of hundreds or thousands of innocent lives or prevent dharma from declining
Krishna was famous for this type of justice as seen in many incidents of mahabharata especially during the war starting from bhagavad Gita.
God is morally neutral.
He only restores balance.
The Asuric person had the compatible karma to be killed and its not as if he was killed to safe the good people.
The actual karmic balance of the good people itself we do not know as their negative karma of the past lives made them be victims of the Asuric person.

The tendency to glorify negativity and wickedness is itself hallmark of our times. There is no way wickedness can be justified. It needs to be shown its place. Does not Krishna know about karma when he was against Duryodhana? The lower world will run it's own dharmic course and with the blessings of the Almighty.

Not only provides the intelligence but uses it's own intelligence and does the implementation in the physical world. Works but yet to be in physical form. Working on that.
