The rich and the influential in all castes know how to take care of themselves regarding education and jobs.

You might say dubious means . These class of people could not have become rich or be commanding influence without having some basic qualities of enterprise and go

getting attitude. Most of those belonging to this class are not hereditory rich or occupying positions in public life or govt without effort.Once they reach those positions ,

they manage to get what they want for their kith and kin.

Poor belonging to all castes are without any meaningful talent ,enterprise or capacity to look after themselves. They wait for a God or Godfather to pull them up.If govt

plays God ,distributes freebies, forcibly sends them to school giving them incentives ,they might condescend to study. At first available oppurtunity they drop out of

education or job offered by a benevolent govt. Being poor and remaining so is a mindset. Unless that changes, most of the poor will remain that.

its reality....nothing going happen within 100 yrs....have nice life somewhere in CARRIBEAN ISLANDS...LOL

Some exceptional Castes,groups which are enterprising and ready to work get out of poverty mindset.

refugees from pakistan who came to india with only their clothes and nothing else were able to do well .

primarily they had the qualities of enterprise and prepared to restart their life from scratch and do well.

but those from E bengal continue to be in doldrums in india.

. some refugees from pakistan were sikhs.The status of Hindus from pakistan and E bengal inspite of same religion is different. those from w.pakistan are well off

,those from E.bengal are not doing that well

If the poverty mindset is something from which the affected persons or groups have to come out themselves, will reservations based on economic criteria work?

To some extent it could motivate them to send children to school due to incentives like free meal and uniforms but later it is only back to same old mindset. there may be

exceptions. but majority is this way...
 
I am a tamil brahmin and I feel there is no point in begging for our rights. No government is ever going to remove reservation. Sikhs, Jains and the Chettiar community have built their own Educational institutions and businesses groups. They provide education and job opportunities to their people. The rich among the brahmins should focus on building our own institutions. How long can we be begging? We need to focus on building our strength.

When most of the countries have eradicated poverty, hunger, etc… India is saddled with 60% to 80% poor even after 68 yrs of Independence?.

what is the reason for this failure??? Junk mediocre leadership @ all levels due to non-merit based reservations !!

It took only 1 genius PVN Rao to deliver the urban india out of the morass !! that’s what genius leadership can do !!!.

Only in india, this astonishing argument is pushed that reservation category people can transform this country!! LOL !!! so the argument goes even further – while some criminal, reservation category people can transform the country, a founder & ex-CEO like Narayana Murthy is unworthy of being a PM & he will definitely fail - apparently our people know it all !!.

With such brilliant electorate in our country, what more can you ask… LOL !!

Of course, in no other country in the world, reservation exists & such fellows are not allowed to occupy positions of power, all are highly educated !!! & such spurious arguments are also not entertained there !! LOL !!

By the way, before you get into endless arguments, the reservation doctor harms the same SC/ST people whom you are all so vigorously defending!!. In UP, one reservation doctor operated on countless people in villages & made them all blind with his superior knowledge & skills !!

I am sure that if economic basis is brought in, instead of caste, a large number of rich FCs will produce income certificates from Tahsildar showing annual income of a few hundred rupees for the entire family and all such rich FCs will enjoy the benefits

Recently, Shashi Tharoor, wrote in BBC that tamil brahmins obtain fake caste certificates in Tamil Nadu and enjoy quota benefits meant for Dalits. When people asked him the basis for his accusation, he said he heard it from someone and this was based on a word-of-mouth anecdote! If word-of-mouth anecdotes are used as basis for such accusations, perhaps, he should be tried for the death of his wife as half the country believes he is the culprit!

Shashi, unlike the member, is only accusing brahmins and not other FCs. Perhaps because he considers himself a non-brahmin FC! Shashi is an MP, also from Kerala!

Wonder why there is no caste based reservation in games like cricket. My daughter who grew up in US has never filled a form which asked for caste and race is optional here. Though I intend to come back to India one of these days if caste based reservation is abolished that will be a turning point. The reservation system is fraught with so many loopholes I wonder how even in 2015 we have such systems to judge who will get admission into engineering or medical college not based on marks but based on castes, India will become a developed country the day it abolishes caste based admission to colleges and offices

Sir there is no point in talking against reservation and it's a waste of time. It will stay in one form or the other, but always against the brahmins. Speaking against reservation, living in tamilnadu or india will only create more hatred and trouble for the brahmins. The fault lies in our community. We are scattered across the globe and we don't have a strong voice. We need to create strong organisations that will work only for the upliftment of our people. There is thambrass and many brahmin associations but their work has not at all been satisfactory. Many NRIs are sending money to these organisations but I wonder what these organisations do. There are top engineering and medical colleges run by other communities in tamilnadu but our community has shown only very minimal progress.

FOUNDATION FOR SOCIAL AND RELIGIOUS INTEGRETION


Sep 15, 2015 — Reservations in government jobs were provided in our Constitution as an instrument to ensure social justice to the downtrodden and raise their status so as to make them capable of competing with other classes. However, due to their being caste based, they soon became an instrument of selfish and corrupt caste politics. In their present form they have become a serious issue that should attract attention of one and all interested in providing social justice to the really needy and in emergence of India as a casteless, fair and forward looking society.

The preamble of our Constitution reads:

“We the People Of India………………and to secure to all its citizens Justice…….., Liberty……, Equality of status and opportunity……”, and article 16(1) of the Constitution proclaims “There shall be equality of opportunity for all citizens in matters relating to employment or appointment to any office under the state.”

Then article 16(4) makes enabling provision for the state to make reservations in favor of any backward class of citizens. The two types of provisions are obviously contradictory; and, if they are read together, it can be rightly inferred that the provision of reservations in employment can be only for those who are so much socially or economically discriminated as to make them incapable of securing government jobs despite their best efforts. It is not for those who have not been denied means and circumstances to compete with others.

However, the history of ever-increasing reservations in government jobs makes it clear that the intention is not to provide government jobs to the really downtrodden and needy, but to play caste politics with its help. If this political game continues unchecked, Indian State would never be able to provide equality of opportunity to all its citizens. Even the rulings of the Supreme Court to bring sanity in the race of political parties for one-up-man-ship in providing more and more reservations in more and more fields to more and more castes (and even religions) are being got nullified through acts of legislatures.

A glance through the developments of the last 6 decades in the field of reservations reveals:

During the first four decades (1950-1990) reservation in central government jobs were provided to S.Cs.S.Ts. only; of course, there were some states which provided reservation in jobs to backward castes and women also in provincial jobs. The rule was that in any recruitment the reservation to S.C.sS.Ts. be limited to 22.5% of the total vacancies in the centre (and in proportion to population percentage in the states). However, in order to appease S.Cs.S.Ts., this rule has been regularly flouted by making 100% appointments of S.C.|S.Ts. in the name of ‘special recruitments for filling backlog’. Moreover, this backlog is counted not on the basis of unfilled vacancies in the previous recruitments, but as the gap between the total number of jobs calculated on percentage basis (of S.C./S.T. population) and the number of existing S.C.S.T. employees in the rank for which recruitment was being done. Filling of backlog on this basis was against the very spirit of equal opportunity as it deprived candidates of other castes completely from entering into the government service during those ‘special recruitments’.

During these decades provision was made for reservation in promotions also, which effectively meant that the government discriminated even among equals (employees of the same rank) on caste basis. There was another effect of this that S.C./S.T. employees in the initial rank got promoted sooner than others and therefore, despite their full entry in each recruitment (many a time more than their population percentage), the gap between their number calculated on caste percentage basis and their actual number in the initial rank always existed. This became an excuse for never-ending ‘special recruitments (100% reservations)’ by caste-minded or politically opportunistic governments.

During the first three decades (1950-1980) such S.C./S.T. candidates, who qualified among others on merit, were included in counting the 22.5% quota. This had a rationale because it ensured that the S.Cs.| S.Ts. did not grab more jobs than the percentage of their population. Subsequently the rule was changed and the candidates of reserved category, who successfully competed among general category candidates, were excluded from the reservation quota. This resulted in a situation where S.CS.T. and backward class candidates started getting selected even beyond their population percentage, which cannot be justly the intention of a constitution proclaiming equality of opportunity for all its citizens.

Another dimension to reservations was added during the seventies- through a Government Order one dependant of such government servants who died during harness was assured of an employment without competition. This reservation not only violated the principle of equality but was also totally biased against those whose parents had not got an employment in the government.

After implementation of Mandal report during nineties, O.B.Cs were provided reservation in all central and state jobs. But since the Honorable Supreme Court had fixed a cap of 50% in reservations, O.B.Cs could get only 27.5 % seats reserved as per rule. However, this limit arising due to Honorable Supreme Court’s ruling was repeatedly crossed by some states and when the Supreme Court stayed the appointments made beyond 50%, legislation was passed to nullify those rulings.

The Supreme Court had debarred the ‘creamy layer’ among backward classes from the benefits of reservation. Here the states tried to outsmart the Supreme Court by defining ‘creamy layer’ in such a fashion that even millionaires could not be excluded from reservations.

Earlier the rule was that due to reservation in promotions, any general category employee who got superseded by his junior, again became senior to him when he got promotion to the same rank. Later this rule was amended so that any junior reserved category employee promoted before his general category seniors, became permanently senior to his left out seniors. Since the benefit of reservation in promotions is given at each stage of promotion, this rule effectively meant that only reserved category employees would reach the top echelons in any department, and all general category employees would retire in lower positions.

Earlier, only the backward castes among Muslims used to get reservation benefit among the O.B.Cs. Then in 2004 Congress party declared in its manifesto that it will provide reservations to all Muslims and subsequently the state of Andhra Pradesh issued orders to that effect.

Earlier there was no reservation in education to O. B. Cs., now even in highly specialized courses reservations have been provided. This has resulted in greatly downgrading the ability of our doctors and engineers and adversely affecting their reputation worldwide.

It is surprising that as the country is progressing socially and economically, the political parties are finding necessity of more and more reservations to more and more castes. And no party or person ever dares to speak of withdrawing reservations to over-represented castes/categories.

And essentially who is enjoying the benefits of reservations? Among S.Cs.| S.Ts. the main beneficiaries are the sons and daughters of those government servants who had themselves got government jobs earlier due to reservation. Among the various reserved castes, most of the jobs are cornered by off-springs of Yadav officials among S.Cs. and Meena officials among S.Ts. Among O.B.Cs land-wise, money-wise, muscle-wise and vote-wise strong castes like Jats, Yadavas, and Kurmis are almost exclusive beneficiaries of the reservations. So far no political party has ever displayed courage to speak of exclusion of any caste or tribe from the reserved category. Instead, inclusion of newer castes in the reserved category on imaginary or fake data are order of the day. Inclusion of Jats among O.B.Cs. in U.P. and previous U. P. government’s attempt to declare 12 O.B.C. castes as Scheduled Castes are burning examples of such political maneuvers.

In this scenario the unreserved castes have a right to ask a few questions from the self proclaimed champions of social justice:

What is the limit of acceptable discrimination in the name of social justice?
Will any political party ever dare to speak about withdrawing reservations granted to any caste?

Does social justice mean near exclusion of hard working and meritorious people from most of the jobs in this country?
Do the political parties really intend to ameliorate the condition of the truly deprived when highly placed and highly rich Dalits and O.B.Cs are not being excluded from the benefits of reservation?

Is it not true that in the present scheme of reservations real Dalits and real backwards will continue to remain the same for ages?

Is it not a fact that in the name of social justice total injustice is being done to the meritorious as well as to the really deprived sections of society?

there are institutions run by brahmins indeed. yet many brahmins desire to send their children to most popular schools, schools which have a reputation for good results in exams, christian missionary schools etc.

NRIs , if they have any desire to return to india in their old age should invest in india story in areas of housing ,lands, education .medical insitutions with provisoon for

brahmin community. they have the money and the clout to get things done in india, gujarathis , indian muslims in gulf are doing it. they can learn from them. kammas

and reddys in us /canada put money back into AP ,telengana. why not brahmins?

The Rajasthan Assembly on Tuesday passed two Bills providing five per cent reservation to Gujjars and some other communities under special backward classes (SBC) and, in a one of its kind legislative attempt in India, a 14 per cent quota to economically backward classes (EBC) of unreserved categories.

The two Bills are Rajasthan Special Backward Classes (Reservation of Seats in Educational Institutes in the State and of Appointments and Posts in Services under the State) Bill 2015 and Rajasthan Economically Backward Classes (Reservation of Seats in Educational Institutes in the State and of Appointments and Posts in Services under the State) Bill 2015.

The Rajasthan Assembly passed resolutions requesting the state government to make efforts to get both the Bills included in the Ninth Schedule of the Constitution.

The criterion for reservation in the EBC category will be purely economic and not caste-based, enabling the poor among upper castes to be eligible for quotas in government jobs and educational institutions.

After a prolonged Gujjar agitation that had left about 70 dead, the Raje government in 2008 had brought a single Bill that had provided for five per cent reservation to Gujjars and 14 per cent to EBCs.

But the High Court had stayed that Bill.


According to experts, the current attempt, too, might have the same fate as the quantum of quota in Rajasthan will now cross the Supreme Court-fixed limit of 50 per cent cap on reservations.

Rajasthan already has quotas amounting to 49. 5 per cent (15 per cent for scheduled castes (SC), 7.5 per cent for scheduled tribes and 27 per cent for other backward castes). But the state government plans to ask Parliament to include the Rajasthan quota formula in the Ninth Schedule of the Constitution for it to pass judicial scrutiny. States such as Tamil Nadu already have quotas beyond 50 per cent, but are included in the Ninth Schedule. The Supreme Court has from time to time asked such states to review their reservation policy.

Rajasthan Parliamentary Affairs Minister R S Rathore cited this reason to defend the state government's move to have quotas beyond the 50 per cent cap. "Of course the quota limit has been crossed, but other states like Karnataka, Andhra Pradesh, and Odisha had done it earlier."

Speaking to the Business Standard, Rajasthan Congress president Sachin Pilot dismissed the Vasundhara Raje government's move as an "eyewash".

"This will not pass legal scrutiny because the Constitution recognises only reservation for social and educationally backward classes. The Constitution needs to be amended before you can have reservation for economic backwardness and the BJP has the majority in Parliament so it should walk the talk and first carry out the amendment. Otherwise, it is just an eyewash merely to placate vote banks."

Development economist Professor Amitabh Kundu said: "This is not a progressive step. Economic deprivation is not a structural deprivation and needs to be addressed through affirmative action like scholarships and economic policies and not through reservations. Reservations are not a poverty alleviation programme. This is something the BJP should reconsider."

According to a senior Rajasthan bureaucrat, the Gujjar leadership had themselves suggested that the government should bring two separate Bills to avoid the fate that the attempt in 2008 suffered. The Gujjar leadership, as well as the state government, is hopeful that at least the reservation for Gujjars will stand legal scrutiny. The state government plans to defend its decision in the court with the findings of the Chopra Commission on the social and educational backwardness of the Gujjar community.

However, Kundu said reservations on economic basis and that too of such a large magnitude of 14 per cent, needs to be first deliberated at large. "Such steps cannot be short-circuited like this," he said. Recalling his experience heading the Post Sachar Evaluation Committee, Kundu said: "Even then when we suggested reservation for scheduled caste Muslims, it was as an extension to that given to SC Hindus, it was not on economic basis." He also pointed out that the Mandal Commission had factored in economic criteria to identify castes that needed reservations. This has meant several castes that have reservations in one state do not enjoy such benefits in other states.

It is said that rajasthan move is likely to be challenged in court and may be set aside .

Tamilnadu could do it earlier as they were able to substantiate wit data to bolster their case.

A day after Rajasthan assembly passed a bill for granting reservation to the poor in general category, BJP today indicated its support for affirmative action for the economically backward among upper castes.

The party, however, insisted it does not support any change in the existing reservation policy and the 50 per cent quota for the SCs, STs and backwards castes was "not negotibale".

"While keeping the 50 per cent quota intact, the development of poor among those who are not getting the benefits of reservation, besides the dalits and backwards, has been a key aspect of our concerns and programmes," Union Minister Prakash Javadekar told a press conference.


"Today's 50 per cent reservation is not negotiable. What further affirmative actions can be taken is a different issue," he said.

Asked if the party wanted to amend the Constitution so reservation could be extended to even upper castes on the ground of economic backwardness, he said "this is not the issue right now".

Quizzed if giving away more quota would not eat into the existing pie for the general category, he said 14 per cent reservation given by the Vasundhara Raje government was meant for the poor among these groups.

Mr Javadekar recalled that Ms Raje as Chief Minister had taken a similar step during her previous tenure but it was struck down by the judiciary. He said the party was "confident" it will pass muster this time.

RSS chief Mohan Bhagwat had recently suggested a review of the reservation system, triggering a political storm ahead of the Bihar assembly polls, following which the BJP and the Centre distanced themselves from his comments. RSS had also clarified that Mr Bhagwat's comments were not about the existing quota.

Party leaders believe any debate now on the issue can harm its prospects in Bihar polls.

The Rajasthan assembly had yesterday passed separate bills providing for five per cent reservation to Gujjars and other communities under Special Backward Classes (SBC) and for 14
per cent quota to Economically backward Classes (EBC) of unreserved categories.

Tamilnadu did no such thing. The TN govt put the ordinance in 9th schedule to keep the courts at bay. That is all.

As far as reservation is concerned, what happens in India is not rule of law. It is simply mobocracy.

The country is divided into inside groups (communities that benefit from reservation) and outside groups (general category). It is easier to get in when the percentage of inside groups is less. As this percentage increases, it will get much harder to get in. Communities such as Gujjars, Patels, Marathas, Jats realize this and that is why they want to get in before the doors are completely shut.
 
It is a matter of time, reservations will cease to matter.

It has ceased to matter in engg education as many colleges for engg in private sector opened its doors to higher castes in the colleges it started. Such things

happened/are happening in other disciplines. similar is the situation with respect to jobs in private sector.

As poverty and deprivation decrease and india becomes a nation of plenty ,scarce resources would be available to all. education and jobs will be plentiful. besides

more will go in for self employment . This is difficult to imagine at present but may very well happen in near future.

Affirmation action by govt will reduce or cease to matter. Caste will become irrelevant due to inter mixing .Who expected india to open up after years of socialism . It

happened.

Brahmins need not worry too much . Their caste will cease to matter much . They are only a few percent. They will mix up with the most dominent and emerge

differently. This is what being a single nation ultimately means. Barriers created will break down to ease life for all

This is what Mohan Bhagwat said in the organiser interview, used by the media to misquote and misinterpret. Now some dalit groups have welcomed Bhagawat's views and demand for review of 'who is eligible for reservation'.

One way reservations can be made meaningless in education is insisting on standards with minor concession in marks and increasing the time for graduation by offering

remedial courses for reserved category besides bring fee parity in all colleges in govt and private sector offering interest free loans to the reserved category. this will

stop the freebie culture and bring only genuinely interested into colleges.If sufficient students are not available in reserved category , these seats could get shifted to

general category without diluting standards. Similarly Only at entry level reservation should be there with competitive exams in jobs and only those who clear should

get jobs after proper screening in interview. some minor concession in marks may be there in grading to help the reserved category instead of quotas.

All freebies should be stopped for all categories . These breed a lazy bunch who learn to live only on freebies and not work for a living
 
Look at another scenario: almost all groups/castes get reservation and the total percentage is hiked up to, say, 80%. Then brahmins will get 20% reservation, in an indirect way!

If almost all groups/castes get reservation and the total percentage is hiked up to, say, 80% as you say,then the balance 20% is for general category (for open competition under merit). If a SC/ST/OBC/BC candidate scores highest mark and rank, he will only be reckoned /considered first for open competition, as per extant system. In an indirect way the reservation percentage would be higher.
Unreserved seats are filled up only on merit basis and open to all castes (including reserved category).
