Rishya shringa is a sage.
He was brought up by his father (Vibandaka- who got separated from his wife (menaka)) such that he doesn't even know that there are two sects (boys and girls) in nature. He was filled with tapas and vairagya. With his penantial power, he can control any deva. Once, king romapatha's (King of anga desa, which was ruled by Karna later) reign was totally affected by a famine and sages said that if riushyasrunga came it will rain here. He then invited this sage and rain poured continously. To rejoice this occassion, he provided his daughter (shantha) as her consort.
I dont know whether this story comes in mahabharatha or ramayana.
