Patna: Bihar government has nominated four senior IAS officials to the two-day 10th Civil Services Day (CSD)-2016 celebrations at Vigyan Bhavan in New Delhi from Wednesday. The celebrations will conclude on Thursday with the Prime Minister Awards ceremony for excellence in implementing priority national programmes.

The four Bihar cadre IAS officials are Sudhir K Rakesh, MD, Bihar Institute of Public Administration and Rural Development, Ravi Mittal, principal secretary, finance, Dharmendra Singh Gangwar, principal secretary, education, and Keshav Kumar Singh, joint secretary, general administration department.


According to official sources, 10 districts would be rewarded by the Prime Minister on April 21 for excellent performance in implementing four programmes - Prime Minister 'Jan Dhan Yojana', soil health card, 'Swachh Vidyalaya' and 'Swachh Bharat (gramin) Abhiyan'. The soil health card scheme was launched by the Centre in February 2015. It aims at promoting soil test based on balanced use of fertilizers to enable farmers to realize higher yields at lower cost. The Centre has allocated Rs100 crore to states in this year's budget for making soil health cards and set up labs, said an official.



The 'Jan Dhan Yojana' is a national mission for financial inclusion to ensure access to financial services, namely bank savings and deposit accounts, remittance, credit, and insurance.



Union minister of HRD's project 'Swachh Vidyalaya' is aimed at providing separate toilets for boys and girls in all the government schools within a year. The ministry financially supports states/union territories inter alia to provide toilets for girls and boys in schools under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA).



To accelerate the efforts to achieve universal sanitation coverage, the PM had launched the Swachh Bharat Mission (gramin and urban) on October 2, 2014, which aims at achieving 'Swachh Bharat' by 2019.
