Meditation and Lord Shiva

Hello everyone,
maybe someone has an answer for my question, be it a little silly.
All of us mortals and some of the immortal devas and other such people meditate on Lord Shiva. Lord Shiva is a know tapasvi/yogi and is in meditation or yoga or dhana all the time. Who/what does he meditate on?
can anyone help me out with this?

Two accounts that have come across:

1) Some say Shiva is our own consciousness, or rather the "it" that produces our manas mind. So, Shiva is formless. The image of Shiva in meditation is to show us that Shiva can only be felt or experienced, by us being in the state of meditation.

2) Some say Shiva was someone who lived on earth at some point of time, and continues to live as a chiranjeevi. He meditated / meditates upon His breath, merges with it and is therefore formless (or can take any form), at His own will.
