If you goto this link, http://en.wikipedia.org/wiki/Achamana, it mentions different times when one should perform achamanam. How often is this still practiced? Would it be an encouraged or discouraged practice?

Forget it. Noone does it now. Nor was it done by many people even in the old days. This is a practice from the ancient days when Brahmins were solely engaged in the practice of their religion.
