Spending 35% to 40% in the overall budgetary allocation of the country to Defense is all done besides the sleepless nights of so many officials.

Yes US and other nations spends (wastes) money in useless goals. They do cause miniseries like Iraq. But they also contain terrorists like Al-Qaeda. They also rescue thousands of people during natural calamities. I know they can be smarter, efficient, and ethical but you have what you got.
