No, please. If the father (the grandfather's son) is unable to do tharpanam for his father (and forefathers) but desires to do that, the son can do on behalf of the father and, at the conclusion, pour little water through the father's right palm. I am not aware of the (change in) mantras if any for this but have seen this being done for paralysis patients, in the old days.
If the father is able but unwilling, there is no way out.
