New guidelines for adoption of children become operational

LUCKNOW: The Union government's freshly notified "Guidelines Governing Adoption of Children 2015" have come to effect from Saturday. The government has also launched a revamped IT application for the purpose of adoption of children called CARINGS — Child Adoption Resource Information and Guidance System — that was also made operational on Saturday.



The guidelines are aimed at strengthening regulation for adoption of orphans, abandoned and surrendered children and is expected to bring more transparency and efficiency to the existing adoption system. The new guidelines will also make it possible for prospective adoptive parents (PAPs) to track the status of their applications. CARINGS, a government statement on Saturday said, will contain a centralized data bank of adoptable children and PAPs.


It will also set timelines for domestic and inter-country adoption of children.



Under the new system, PAPs in India need not approach adoption agencies for registration. Parents can register online and upload relevant documents to determine their eligibility.

Home study reports can be conducted by adoption agencies and uploaded online, an online referral to the PAPs, followed by a visit to adoption agencies will be facilitated.



In cases of inter-country adoption also, all applications will be accepted online on CARINGS and requisite documents must be uploaded, post-adoption follow-up shall be posted online in CARINGS both in the case of domestic and international adoptions.

On a periodic basis, CARINGS will generate reports online. The system will also supply real-time online information of children available in adoption agencies across the country.
