Shiva is the consciousness who emerges in life-forms, driving them to grow, metabolize, reproduce, adapt, evolve & perish. nAgA are the hidden part of consciousness always operating inside beings, beyond the five senses. In freud terms id, ego, super-ego. In Vedic terms manas, aham, (manas)sAksi.

Manas (id in freud terms) is hidden part of consciousness controlling our instincts, impulses, urges etc. Aham (ego in freud) is our hidden identity that we can discover and control. Manas-sAksi (super-ego or conscience) is the hidden detached witness seeing multiple perspectives. Realizing them, gives us happy mind, healthy body, wealth free of defects.

When we are able to discover our aham (ego), control it with manas-sAksi (super-ego) that is detached, witnessing, we are able to control our manas (id) to have a healthy body, happy mind, protect offsprings in womb, a harmonious family

Not just in consciousness/biological domain (life on earth), in quantum domain that underlies all matter forms (pAtala) and classical domain (stellar space where matter evolves) too, different hidden forces(nAgAs) protect their realm. Adi Sesha, vAsuki, takSa, airavata are such hidden forces. These realm protecting hidden forces are equated to serpents that live hidden in Earth, balancing the ecosystem. Hence the worship of serpents.
