I think he is filling the bottles from the hose for filling the water tank in the carriage. In most of the stations the same water is available on taps used for filling personal water bottles. Now only a few stations have installed water purifiers in some taps. The hose is wound and hung on the mast seen in the picture. Even in the steam engine days, only soft water was used to avoid scaling in the engine. I have seen drivers allowing villagers to fill their pots and vessels in small stations.
If the guys sell the water as sealed mineral water it is a crime and punishable.
We have evolved from drinking water from any source to purists - only mineral bottled water. Millions still consume well or river or pond water with minimal filtering.

We have a Member in this Forum who will advocate that one should compromise during his journey and consume whatever is offered (water meant for coaches cleaning or bad food with flies, cockroaches, etc) by the Railways unmindful of quality, cleanliness, hygiene, etc
