IT major CTS announced a donation of 240 cr rs for chennai rain relief, Will other IT and auto companies give substantial amounts.

Tamils IT professionals have contributed maximium to IT growth . The least the other big four can do is match CTS.

They are partly responsible for flooding of chennai as they set up their units in low lying areas blocking the flow of rain water to sea.

In fact they should be taken to international court by those whose life and property has been destroyed by their irresponsible action of locating their units blocking

access for rain water to sea.They have a chance of winning the case if they hire smart lawyers.

It is highly ridiculous.

இப்படி எண்ணில் அடங்காத அளவுக்கு மிகுந்த பொருட் சேதங்களை ஏற்படுத்திய பெருவெள்ளம் பல உயிர்களையும் காவு வாங்கி விட்டே அடங்கி இருக்கிறது.

எம்.ஜி.ஆர். நகர் சூளைப்பள்ளம் பகுதியில் அடையாறு ஆற்றில் ஓடிய வெள்ளத்தை வேடிக்கை பார்க்க சென்ற 3 சிறுவர்கள் வெள்ளத்தில் அடித்துச் செல்லப்பட்டனர். இதனால் ஒரு வாரத்துக்கும் மேலாக அந்தப் பகுதியே சோகத்தில் மூழ்கி கிடந்தது. இவர்களை போலவே மழை வெள்ளத்தில் சிக்கியும், மின்சாரம் தாக்கியும் அவ்வப்போது உயிர்பலிகள் நடந்து கொண்டே இருந்தன.
புரசைவாக்கம் பகுதியில் காய்ச்சலால் அவதிப்பட்ட 1½ வயது குழந்தையை ஆஸ்பத்திரிக்கு அழைத்துச் சென்ற தொழிலாளி ஒருவர், மனைவியையும், குழந்தையையும் ஆஸ்பத்திரியில் நிற்க வைத்துவிட்டு மருந்து வாங்க சென்றார். பின்னர் அவரை பிணமாகத்தான் பார்க்க முடிந்தது. இப்படி வெள்ளத்தின் கோரப்பிடியில் சிக்கி பலியானவர்களின் சொந்தங்களின் பின்னால் சொல்ல முடியாத சோகம் நிறைந்தே காணப்படுகிறது.

Chennai rains: AIADMK men harass volunteers, people loot aid

Supporters of the ruling AIADMK party are allegedly harassing volunteers and asking them to share the relief materials hampering the efforts of many to help the people of rain-battered Chennai.

A series of reports on news websites and videos broadcast on Tamil television channels said that AIADMK men have been asking volunteers to give up relief material like food and water so that they could distribute them amongst the people.

One such video widely broadcast on local channels shows a clutch of relief volunteers from Bengaluru, who were preparing food for flood victims in Anna Nagar, being intimidated by an AIADMK party member and his aides.

According to a report in The Hindu, the party member identified as Ko Tamilselvam demanded 2,000 packets of food from the volunteers, which he wanted to distribute to the local people. When the volunteers refused to do so, Tamilselvam and his accomplices got angry and issued veiled threats.

The report said Tamilselvam and his aides returned later after learning that the volunteers were distributing the food packets in the locality without inviting them and mouthed expletives, moving menacingly towards the volunteers.
The video was broadcast by many channels including those with and without political affiliations.

Experts raise the question as to why storage was set at such high levels. Professor Janakarajan of the Madras Institute of Development Studies also argues that the outflow management from the reservoir was improper. If storage levels were set at less than 75% and sluice gates were opened to allow for outflow from the reservoir in a way that it exceeded the inflows in the last week of November, the blow in the form of the high outflow on December 1 could have been softened, he asserts.

Officials formerly with the PWD say if the risk of releasing a particular volume prior to the heavy rainfall day had been taken, there would have been lesser floods in places like K.K.Nagar.

It is reliably learnt that the government is considering a move to further reduce the set storage level in the reservoir. Now the level is at two feet below the brim, and discussions are under way to change this to four feet.

Kids sat waiting, parents found dead in pile of bodies after 5 days

CHENNAI: Niranjan, 10 and Aruna, 7, were probably happy when their mother's flight to Delhi on December 2 was cancelled. They believed she would be back home, safe on that rainy day. But they heard nothing of her or their father who accompanied her back from the airport. Five days later, when the water receded, their parents' bodies were found near Eechankadu signal in Pallikaranai.

Maruthanayagam and Nirmala Pushpam, had left the children with their aunt in Tuticorin. Nirmala, vice-principal of Sankara Bala Vidya Mandir, was to attend a conference in Delhi. They had to turn back from the airport and took a cab back home, but the driver dropped them at Velachery saying he could not go any further.

On Monday, they were found in a grisly tangle of 10 unidentified bodies. A breach in the Kovilambakkam lake bund had caused many of the deaths. The couple had last spoken to their kids on December 1. Maruthanayagam's brother had the grim task of identifying the bodies on Wednesday.

Govt didn't use social media for warning

Residents living on the banks of the Adyar and Cooum rivers or the Buckingham Canal were not warned before water was released from the lakes that feed them. On December 2 and 3, about 30,000 cusecs of water was released into Adyar river from Chembarambakkam. By the time the water reached Saidapet, it had swelled to 60,000 cusecs with water from feeder channels and water bodies.

"Officials should have warned people in advance using public address systems, sirens and social media about the release of water from the lakes and consequent flooding.But they did not take the weather forecasts seriously . Only at the last minute did police patrols make a few announcements and many residents did not take it seriously either," said water expert S Janakarajan.

The plan to evacuate should have been formulated at least a week in advance based on forecasts by IMD, BBC, international agencies and weather bloggers who warned of heavy rain in the coming week. "The officials did not have a proper plan to let out water from the lakes as well as warn people. If only they had warned people living on the banks a week in advance, damage to life and property could have been prevented," he said.

Govt slept over veteran's repeated flood warning

CHENNAI: The city has been sleeping on warnings of an impending flood disaster, a veteran engineer who wrote repeatedly to the government has said.

"I wrote hundreds of letters to the government warning of the impending disaster over the last decade. But there was no response," said 68-year Balasubramanian, sifting through files of letters sent to the chief minister's office and heads of several departments. Having worked in the water and energy management sector around the globe for decades, he reckons that the floods that took hundreds of lives could have been easily prevented through systematic maintenance of the city's four reservoirs and their drain channels.

The Encroachment act mandates eviction of illegal settlements on the banks of rivers in the state. Balasubramanian, who is chairman of water and energy auditing firm Separation Engineers, filed several RTI queries to 23 divisional offices of the Public Works Department in charge of Kosasthalaiyar, Kuppanatham, Periyar Vaigai, Lower Bhavani, Kodayar Basin and the Vellar Basin requesting information on water capacity, details on encroachment, strengthening of bunds, removal of silt and drainage canal maintenance. Wrong or incomplete information was provided to most queries, said the Mylapore resident. "Bureaucrats cover up their mismanagement with vague replies," he said.

Chennai's four reservoirs have a combined capacity of 11tmcft (thousand million cubic feet). At least 30% of the reservoir capacity is wasted due to silt which has not been cleared for ages. "There is only about 7.7tmcft of water in our reservoirs. The calculation of the capacity by PWD is wrong as their charts were worked out ages ago. PWD never cared to recalibrate and update its data."

Most volunteers are fatigued and many have to return to to work.So shortage of volunteers now.

The civil society can only help to some extent .

People in comfort of relief camps [many have their huts washed away] have nowhere to go. Those who have lost their lives savings feel disheartened to begin all over

again.Many have been set behind by a decade atleast.

The relief in terms of money is a pittance.

They can have a flood relief surcharge of 5% for all goods and services for atleast a year in chennai.

Corporates specially the IT majors need to follow CTS in generosity. They have lived of the sweat of IT professionals of Tamilnadu origin.

Once the well off are taken care of, civil society forgets tragedy.The hue and cry was because along with the poor, the well off also got hurt.

The media is made up of intermediate and high caste well off . They cater to this constituency. Now it will be life as usual. In course of time , the relief camps will

close and the poor will return to the street screaming about lack of relief. Others will return to work and carry on with work as usual forgetting the bad experience.

Jayalalitha Urges PM Modi To Declare Tamil Nadu Floods As National Calamity

Chennai: Tamil Nadu Chief Minister J Jayalalithaa today urged Prime Minister Narendra Modi to declare the unprecedented floods in the state as a national calamity and proposed measures, including a moratorium on home and vehicle loans, to enable affected families rebuild lives.

"I request you to immediately declare this unprecedented, catastrophic and cataclysmic event a national calamity," she said in a letter to PM Modi.

For flood-hit households many of whom are in the low and middle income groups, she proposed a special set of measures like soft loans, speeding up insurance claims disbursal and moratorium by banks on EMIs.

Referring to the destruction caused by the four rounds of floods in most districts, she said there has been extensive damage to infrastructure as well as to the private property of thousands of families.

Many households had lost valuables like personal effects and domestic durable assets, she said and added that "it cannot be adequately compensated through the existing structure of relief payments".

"The insurance companies may be directed to take up the survey and settlement of the claims on a campaign mode, and with a liberal application of norms so that such households could receive insurance payments early," she said.

"I suggest that the banks may be directed to provide a limited moratorium on repayment, as well as a rescheduling of the loans, which would lower the Equated Monthly Instalment payments and offer a measure of relief," the Chief Minister said.

Many affected families also lost their personal vehicles and almost all their durable domestic assets, including furniture, refrigerators, television sets, washing machines and kitchen equipment, she said.

"I suggest that, as a special case, flood-affected families may be liberally extended soft loans by banks for purchase of vehicles, educational loans to continue to fund the education of children and personal loans of an amount upto Rs. five lakh to finance essential domestic durable assets."

The government would provide special certification to all such families, based on which banks could sanction loans as per their norms, she said.

The Chief Minister stressed that only with such a package of assistance would many of these families be in a position to restart their lives.

Chennai rains.

It is good now Chennai has come out of the ordeal created by angry mother nature.

It is heartening to see that aid is pouring in from all sides. Compassion and Love are greater than any religion. that a person of compassionate character sees himself as fundamentally a part of and involved with the suffering world.

When we digress from the path of nature we face the difficulties. All "pakkams" in Chennai were once lakes created by the previous generations for conserving excess water drained out of rains. During my first visit to Madras (Chennai) in 1944, I have seen the big lake full of water opposit Numgampakkam high road, where "Valluvar Kottam" and Mahalinga puram stand now! Mambalam / T.Nagar was created on the big Mambalam Eri (Lake). Similar is the case of all Pakkams of yore.


As per the last consolidated report compiled by the PWD, and submitted before the Madras high court in 2008 on a public interest litigation (PIL) case pertaining to deteriorating status of water bodies in Chennai,a staggering 50 per cent of 19 major lakes located in and around Chennai have been encroached and there are close to 20,000 illegal structures! These encroachments have reduced lakes’ water spread area. A retired PWD official said the figure would be 70% now with skyrocketing land prices and demand for housing. The report, referred to by the southern bench NGT in the recent Porur case hearing, revealed that water bodies initially having a total area of 1130.86 hectares had shrunk to 645.81 hectares, thereby shrinking the storage capacity of the water bodies. The Porur Lake was once spread over 800 acres and now reduced to just 200 acres. Consequently excess rain water has no where to go except on the encroached areas and Adyar river.


Well, It is always easy to find fault with the Governments when ever a disaster of this miagnitude hits the people. But Governments do not work on instant whims of people. It has to go through procedures of bureaucratic hierarchy.It is a continuous process. Only army can take actions on spot. Even when Governments proceed to dismantle the unauthorised structures, it has to pass through Legal hurdles. Then who is to be blamed for this condition ? The answer is "everyone", all the four pillars of our democracy.


Without going into details, I would consider the action taken by both State and Central Governments this time is good.

It is good now Chennai has come out of the ordeal created by angry mother nature.

It is heartening to see that aid is pouring in from all sides. Compassion and Love are greater than any religion. that a person of compassionate character sees himself as fundamentally a part of and involved with the suffering world.

நுங்கம்பாக்கத்தைச் சேர்ந்த முகமது யூனுஸ் சென்னையில் ‘இ-காமர்ஸ்’ நிறுவனம் நடத்தும் இளைஞர். டிசம்பர் 1-ம் தேதி இரவு சென்னையை சவட்டி எடுத்தது மழை. அந்த நேரத்தில், ஊரப்பாக்கம் பகுதியில் மக்கள் கழுத்தளவு தண்ணீரில் தத்தளித்துக் கொண்டிருக்கிறார்கள் என்று முகமது யூனுஸுக்கும் ‘வாட்ஸ் அப்’பில் தகவல் பகிரப்படுகிறது.
அப்போது இரவு மணி 10.30. தனது நண்பர்கள் முஸாஃபர், கோபிநாத், ரியாஸ் இவர்களைக் கூட்டிக் கொண்டு கிளம்புகிறார் யூனுஸ். நால்வரும் பெசன்ட் நகரில் மீனவர்களிடம் ஏழு படகுகளை கேட்டு வாங்கி லாரியில் ஏற்றிக் கொண்டு ஊரப்பாக்கம் நோக்கிப் புறப்படுகிறார்கள்.
அடுத்து நடந்தவைகளை யூனுஸ் விவரித்தார். ‘‘எங்களைவிட வேகமாக செயல்பட்டனர் மீனவ நண்பர்கள். நாங்கள் நால்வரும் ஆளுக்கொரு படகில் இருந்தோம். கிட்டத்தட்ட 6 அடிக்கும் மேல் சென்று கொண்டிருந்த தண்ணீர் நான் சென்ற படகை தலைகீழாக கவிழ்த்துப் போட்டது. எனக்கு நீச்சல் தெரியாது. நல்லவேளை, மீனவ நண்பர்கள் காப்பாற்றிவிட்டார்கள்.
அப்போதுதான் அங்கிருந்த பெட்ரோல் பங்க் பக்கத்தில் ஒரு பெண்ணும் இரண்டு ஆண்களும் கழுத்தளவு தண்ணீரில் தத்தளித்த படி எங்களைப் பார்த்துக் கை அசைத்துக் கொண்டிருந்ததை கவனித்தேன். அருகில் சென்று அவர்களை படகில் ஏற்றிய பிறகு தான் அந்த பெண் பிரசவ வலியில் துடித்துக் கொண்டிருப்பது தெரிந்தது.
அவரது பெயர் சித்ரா. உடனி ருந்தவர் அவரது கணவர் மோகன். அதிகாலை 5.30 மணி. பெருங்களத் தூர் அருகே ஒரு பாலத்தின் அருகே சித்ராவையும் மற்றவர்களையும் இறக்கிவிட்டு விட்டு மற்றவர்களை மீட்பதற்காக மீண்டும் ஊரப்பாக்கம் நோக்கிப் படகை செலுத்தினோம். அன்று மட்டுமே எங்களது குழுவினர் சுமார் 450 பேரை ஆபத்தில் இருந்து காப்பாற்றி இருக்கிறோம். இன்னமும் எங்களது பயணம் நிற்கவில்லை. அழைப் புகளைக் கேட்டு ஓடிக்கொண்டே இருக்கி றோம்’’ என்று சொன்னார் யூனுஸ்.
யூனுஸால் காப்பாற்றப்பட்ட சித்ரா அன்றைய தினமே பெண் குழந்தைக்கு தாயாகி இருக்கிறார். தங்களையும் தங்களது வாரிசையும் காப்பாற்றிக் கரை சேர்த்த யூனுஸை போற்றும் விதமாக அவரது பெயரையே தங்களது பெண் குழந்தைக்கு வைத்திருப்பதாக ‘வாட்ஸ் அப்’பில் வாஞ்சையோடு தகவல் பகிர்ந்தி ருக்கிறார் சித்ராவின் கணவர் மோகன். இதில் நெகிழ்ந்து போன யூனுஸ், அந்தக் குழந்தையின் படிப்புச் செலவு முழுவதையும் ஏற்றுக் கொள்வதாக தனது முகநூல் பக்கத்தில் பதிவிட்டுள்ளார்.
இதுகுறித்துப் பேசிய யூனுஸ், ‘‘இதற்கு முந்தைய மழைக்கு நுங்கம்பாக்கத்திலும் பள்ளிக்கரணையிலும் உள்ள எனது இரண்டு வீடுகளை மழையால் பாதிக்கப்பட்டவர்களுக்காக கொடுத்திருந்தேன். அங்கு தங்கி இருந்த மக்கள் என்னை வாயாற வாழ்த்தினார்கள்.
சித்ரா - மோகன் தம்பதி தங்கள் குழந்தைக்கு என் பெயரை வைத் திருக்கிறார்கள். அந்தக் குழந்தைக் குப் படிப்புச் செலவை நான் ஏற் றுக் கொண்டிருக்கிறேன். விவசாயி களையும் மீனவர்களையும் அவர்கள் வாழும் நிலையில் இருந்து முன்னுக்குக் கொண்டு வரவேண்டும் என்பதும் மழை எங்களுக்குத் தந்திருக்கும் பாடம். நமக்குத் தெரிந்த டெக்னால ஜியை வைத்து அந்த இலக்கை எட்டுவதற்காக ஒரு குழுவை அமைத்துக் கொண்டி ருக்கிறோம்’’ என்று சொன்னார்.

I have already posted few articles of retired Senior IPS Officer of the Rank of DGP and a Senior IAS Officer among other articles to substantiate the stand that this was nearly a ‘Man made disaster’.

And in this regard, I would like to share an article published in today’s 'Times of India' which is self-explanatory.

Man made calamity: Humanitarian crisis caused by floods in Chennai could have largely been prevented

As Chennai emerges from the worst floods it has seen in over a hundred years, the sordid saga of how heavy rain turned the city into a disaster zone is slowly unfolding. There is no questioning the fact that such a quantum of rain can cause havoc in any city, particularly those with lowlands. But the catastrophe Chennai faced went beyond this.

Water release from the brimming Chembarambakkam reservoir on the city’s outskirts made this calamity a major tragedy. Record rain in mid-November had exposed the abysmal state of the city’s infrastructure. Even as the city was getting back on its feet, weather agencies predicted 500mm of rain on December 1-2. So government and the civic agency did have time to plan, but got entangled in red tape instead. It has come to light that PWD officials had advised higher-ups to bring down the reservoir level from 22 to 18 feet to make room for anticipated inflow. But this was ignored and sluice gates were opened when the reservoir reached its capacity of 24 feet. This water then spread out all over the city, flooding even areas largely unaffected by the heavy rain.
