A's Father in law (B) who has no son demised & his final rituals were performed by B's brother. now the yearly ceremony are done by A after getting "pillu"/dharpai from his mother in law.

now the question if the mother in law dies can A perform the yearly ceremony for his father in law by getting pillu from A's wife
It is clear from what is stated that B had no male issue. In that case it is the "dauhitran" (daughter's 2nd. son) who has the right to do the rites for B. But if the grandson was very young, the father i.e., A himself could have performed the rites after getting "pillu" from the grandson. Since that also was not done, it looks as though A has only one son or he also has no male issues and that was why B's brother performed the rites. The annual ceremony being done by A after getting "pillu" from B's wife will not continue after the death of B's wife (A's mother-in-law) in the absence of any other factor. If however A has received assets (land, gold, money, etc.) from B and/or his wife, then A has the obligation to perform the annual ceremonies of both B and B's wife.

This is from practical, worldly practice which I have seen. Dharmasastras may say differently.
