Ban on plastic

Dear Tamil brahmins.com members!
Here is some thought while facing plastic ban .Hotels,butter selling shops and bigger shopping malls stopped using plastic and ask customers to bring vessels or cloth bags .but still flowers,kollamavuand pickles are packed in carry packs and openly displayed.no action by municipal or any other authorities.road side venders are placing the argument that it is better to stop production of the banned items than impose fine .what is the remedy for this.can we stop manufacture of match box,Razer Blade and spicy powder since it may be misused by anti social elements?
