Since railways is not averse to commercial use of its property, perhaps, the temple authorities can take the area on long lease and pay market rent. There are many railway stations with temples and mosques, so this situation is not unique.
I think this beautification and orderliness thing is a Western concept. India's beauty lies in quirkiness, unusuality, and a strong spiritual presence in everything. Why mar this Indian concept of beauty and spirituality? There should perhaps put up an online petition and get signature from a number of people.
