Finance Minister Arun Jaitley releases Socio-Economic and Caste Census


NEW DELHI: The Socio Economic and Caste Census (SECC) 2011 today painted a grim picture of rural India, indicating that one out of three families living in villages is landless and depends on manual labour for livelihood.

The SECC 2011, also the first paperless census conducted on hand-held electronic devices by the government, said 23.52 per cent rural families have no literate adult above 25 years, suggesting a poor state of education among rural masses.

The census, carried out in 640 districts under the aegis of the Rural Development Ministry, was released jointly by Finance Minister Arun Jaitley and Rural Development Minister Chaudhary Birendra Singh here.

According to the census, there are a total number of 24.39 crore households in the country, of which 17.91 crore live in villages. Of these, 10.69 crore households are considered as deprived.

The deprivation data reveal that 5.37 crore (29.97 per cent) households in rural areas are "landless deriving a major part of their income from manual labour". As many as 2.37 crore (13.25 per cent) families in villages live in houses of one room with 'kaccha' walls and roof.

It further said 21.53 per cent, or 3.86 crore, families living in villages belong to SC/ST categories.

Releasing the census, Jaitley said, "It's after seven-eight decades that we have this document after 1932 of the caste census... It's going to be very important document for all policy makers both at central and state governments... this document will help us target groups for support in terms of policy planning."

What is the idea of caste based census? Even it comes with startling facts, it is highly unlikely to expect Govt. introducing income based reservation policy.

Creamy layer will continue to enjoy all benefits.

That is TN...In North India creamy layers are denied reservation so that the real poor among the OBC's benefit

for pay revision

defence fellows are waiting endlessly for OROP for ages

but our parlimentarians vote 100 percent payrises without reports

our CMs get AC buses with all facilities as personal transport.

Did they wait for any report.?

Bjp and congress can endlessly debate whose poverty report is more realistic.25 or 30 percent below poverty line.

This is likely to change nothing on the ground for years to come.

Marathas are very powerful community in MH. Most of the agrl. lands, sugar factories, colleges etc. are controlled by them. Still they want BC status. One day the Govt. will agree for that. It is vote bank politics.

It is prevalent in all States.

What I meant was that if Government brings a creamy layer to OBC to ensure that real benefit accrues to non creamy layer, Northern India will accept...TN will not accept...However as far as getting reservations for education and jobs is concerned many so called upper castes are cringing for reservation...Like the Jats who are also demanding reservations...They are politically and socially powerful in Northern India

The present reservation policy doesn't bring in the desired results. It has to be revised and should be on income / profession based and not on caste.

Tamilnadu brahmins led by S Swami should fight for reservation for brahmins .

An able leader like him can help tamil brahmins a lot. His words carry weight in BJP.

Kerala brahmins are smarter. They look after their interests better.

TBs are not vote banks and do not enmasse for anyone. Their votes cannot be transferred to any party requiring it . A 4-5 percent vote can help candidates looking for

it for winning an election

The poor/downtrodden know how to grab maximum benefits from the ruling Government bcos they are the vote bank.

The Political parties chalk out Election Manifesto only bearing in mind securing more votes from the vote bank. These poor masses are offered freebies like, Cycle, Laptop, Grinder, Mixie, Fan, etc etc what not.

They need not pay for anything as they get most of these things free of cost which includes 20 kgs of rice every month.

Most of the parties win only with a little margin and it is the margin that matters.

These political parties concentrate only on the poor masses and lure them with attractive offers to win the margin.

The creamy layers don't even take the trouble of going over to the Election booth for voting and the political parties are aware of this. They collect huge money from the creamy layers directly and indirectly as Election Fund.

It is the middle class that suffer.
 
middle class imagine they are middle class. they can also develop the mentality of the poor to collect freebies.

many middle class in tamilnadu have BPL cards And collect freebies like TV,mixie etc.

Middle class like to hide their poverty and put up a show of being well off when they are not.

The Government grants subsidies on diesel/petrol and do you have any idea as to which section of public avails most of these benefits? It is the upper class who possess cars. While these upper class can possess cars, I mean offered to buy cars, why not the required fuel either diesel or petrol at regular rates instead of at subsidized rate??

The Central Government during the last election, waived off all the Agriculture loans amounting to Rs.60,000 crores. Again do you have any idea about the beneficiaries?

It is the large farmers, who are big landowners with muscle and money power availed bank loans which was waived by the Government. These banks don’t normally lend loans to small farmers which is another setback to them. Ultimately, these small farmers still suffer in the hands of merciless money lenders.

Some of the alleged upper class do have such sick mentality to cheat the Government as well as the general public and avail all the benefits. lol

Regarding Karnatic Music Vidwans, most of them are living in TN. They have a lobby, to get Padma Awards. They have very decent living here.

This member is known to come up with unfounded statements notably with more blah blah. As for him, everyone is smarter except South Indian TBs. He don't have any Forum there at North India and even if there is any, he cannot survive there.

Cong favours release of caste-based data


Congress today favoured releasing caste-based data carried in the Socio Economic and Caste Census (SECC) but advocated caution while doing so in view of social and political sensitivities associated with it.

"If the data is there, at some point of time it has to be released. Because when you look at the caste data, it gives you true information on how successful various programmes have been, and who is benefited or not. At some point of time, the data has to be released," party spokesperson Rajiv Gowda told reporters here.

At the same time, he said, "What we want to ensure that the data is released in a sensitive and careful manner so that there is no adverse reaction and it is seen as a true study into the realities of India."

Nothing prevents anyone from belonging to upper classes and collect benefits if easily available.

It calls for enterprise to get anything.

Collecting cheap agricultural loans or availing write offs generously offered by govt is open to all. Nothing prevents even the middle class from buying cheap

agricultural land in countryside for a song and collect huge farm loans at 5-6percent interest. Farm incomes are also not taxable.

Muscles to get what one wants is developed by reaching out to the agencies like banks/financial institutions for money by producing some land papers.

Even when is totally poor, normally the persons with very small holdings are also helped by the local politician,village mukhiya to collect bank loans. the middleman

takes his cut for that. even in delhi ,enterprising tamil widows, very senior citizen collect pension from the local govt with the help of slum lords/politicians They take

one month pension as their cut. There is no issue of cheating. Some are go getters and do not whine about their plight. Middle class also shout that others are cheats and they are

spotlessly clean to hide their inability to deliver anything

Even in this forum , one sees kerala brahmin trusts offering to help brahmins to get college admissions and providing money for education and other causes.

Palghat iyers are known for their enterprise and shrewdness.

Of course if you are a carnatic music vidwan , tamilnadu is the place with literally dozens of sabhas as enablers. but it is a cut throat profession . so many have to be

obliged to get to perform. This award thing , again one requires patrons to get them.It is not talent or performance alone

SECC: Political parties disappointed in Tamil Nadu

The Centre’s decision not to release caste-wise data collected as part of its Socio Economic and Caste Census 2011 has come as a disappointment to political parties in Tamil Nadu.

Parties that draw their support from Other Backward Classes are eager to know the strength of castes enjoying quotas so that the quantum of 69 per cent total reservation prevailing in the State survives judicial scrutiny. The Supreme Court has indicated that States with reservation in excess of 50 per cent should come out with quantifiable data to support their high levels of reservation.

The release of caste data could have offered an advantage to parties with a support base in specific communities. The PMK, for instance, has been saying Vanniyars are the single largest community in the State after Dalits. Enthused by PMK's success, more and more caste outfits masquerade as parties and caste enumeration would have shed some light on their claims of about the strength of the communities they seek to represent.

It is not just Dr Ramadoss who is pressing for caste enumeration. Even DMK leader M. Karunanidhi had in the past demanded that the Centre undertake a caste-based census.

In Posting # 10 you said that' Kerala brahmins are smarter. They look after their interests better'. Now you will have to prove what you said is true. Substantiate your stand man. It is definitely not a place to blabber.


It is a public Forum, where every member has got every right to question and you are obliged to substantiate whatever you right here

In a Forum like this with an elite group participation, this is not definitely a place for members who write to their whim and fancies without any basis and thus adding on to their account of blah blah postings.lol

Time to listen to the founding fathers of the constitution and close reservation for SC/ST as the 50 year period has elapsed; and replace it with a religion/caste neutral positive affirmation policy. It is Modi's wish and may God give him strength to implement.
