Shiva is the combination of unmanifest (Shiva) and manifest (Uma). Uma means quiet, the potential. Only when this potential/Uma becomes kinetic/durga, Universe evolves as symbolized by ganga flowing from the top of his jaTa. What flows down are oscillating energy (fiery eye) and consciousness (reflecting crescent moon) creating all matter and life.
As expressions/vehicles of energy (primitive particles) and consciousness (organic polymers) 'matt', become more complex forms, Shiva's hair is said to be matted. As the expanding universe becomes red-shifted like newly wed woman, random oscillations (like skin of rut elephant) bear complex forms.
