The confusion is because of the fact that the new moon starts by very early morning on 26th morning in India. Those who are forbidden to take head bath on New moon day therefore has to take the head bath on 25th and take only simple bath on 26th for the Deepavali

The rule for Deepavali is Ganga snanam must be taken when Chaturdasi is still present. Those who live outside India and care about such matters should check out when the titi changes to Amavasyai. If Amavasyai starts early in the morning in India on the 25th, then it is more than likely that people living to the West of India must observe Deepavali on the 24th.

On 26th. October early morning 05-15 A.M. amavasya begins. So gangasnaanam must be done before that. For example for London the corresponding time will be about12-45 A.M. after midnight of 25th. Tuesday. Those who really believe Narakasura story to be a historical fact and happen to live in London shd therefore take the Gangasnanam by midnight of 25th. It will be progressively earlier for still western points.

For SVs the rule is the naraka-chaturdasi snanam must be had at Chandrodayam when the Krishna Paksha Chaturdasi is still present. That is, take oil bath before about 58 nAzikai (approximately 2 nA prior to Sunrise), with Chaturdasi present. If Chaturdasi is not present, i.e. Amvasyai starts earlier than Chandrodaiyam, then, the naraka chaturdasi snanam must be had the previous day even if it is traiyodasi.

All this means, if 25th is Deepavali in India, and if Amavasyai starts soon after snanam, then it is more than likely in points west of India, snanam and Deepavali will fall on the 24th.

I checked up from the following website'www.mypanchang.com' for Fremont city,California
Chaturdasi is upto 16-46-22 on 25th, October,2011.(Trayodasi is upto 20-32-07 on 24thOctober,2011.
Amavasya is upto 12-55-46 of 26th,October,2011.
As per Vakya Panchangam(Pambu Panchangam being followed in India)
'Chaturdasi' is upto 54.07 nazhigai on 25th October,2011and 'Amavasai' is upto
50.59 nazhigai on 26th October,2011.
So,as Shri.Nara's opinion naraka chaturthi snanam is to be done on 25th October,2011(early hours before sunrise) in Fremont

Dear Sir, here is what mypanchang.com says for Dubai,UAE, perhaps the closest place west of India with sizable Indian population.

For October 25th:

Moonrise: 04:32:05
Trayodashi 07:32:07
Chaturdashi 27:46:22+


This means Chaturdasi ends on the 26th at 27:46 - 24:00 = 3:46 a.m. Therefore, in Dubai, at Moonrise on the 26th, the titi will be Amavasyai. Therefore, Narakachaturdasi snanam in Dubai must be on the 25th at Moonrise, about 4:30 a.m.

Since this snanam must be performed on the 25th morning in Dubai, all points West of Dubai must also be on 25th. Look for the moonrise time for snanam time.
