Now a wall collapses in TN...What sort of Quality control is being ensured by the builders and contractors?

Tamil Nadu: 11 Dead As Compound Wall Collapses

At least 11 construction workers were today killed after a newly built compound wall adjacent to their huts collapsed near Uttarapalayam in Tiruvallur district in Tamil Nadu.

A 19-year-old youth Nagaraj was rescued from the debris, police said.

All the labourers, said to be from Andhra Pradesh, were working in a private godown. Five fire tenders were pressed into service for rescue work.

The incident occurred after heavy rains lashed the area last night, police said.

Tiruvallur District Collector K Veera Raghava Rao visited the accident spot and said those responsible would be punished.

"A total of 11 people died on the spot, including four women and a child. Rescue operations are going on," Rao told reporters.

Tamil Nadu witnessed a major tragedy when an 11-storey building under construction collapsed at Porur on June 28 in which 61 persons were killed.

In Tamil Nadu, there have been number of unfortunate 'man made disasters' like the Kumbakonam fire accident in 2004 killing 94 children and 18 injured in a school.

Again a fire accident in a wedding Hall at Srirangam, that took lives of 54 people including the groom.

Similarly there were fire accidents at Sivakasi, Stampede, train accidents, etc.,

The Enquiry Commission will submit a report pointing out the lapses and the root cause, etc or the Courts will issue some directions.

What happened to our system of preventive measures and preparedness? Are we not supposed to be fully equipped with well trained manpower to meet out such disasters with minimum damage?

We have a jungle of rules and regulations governing the areas of construction, fire safety, train accidents, etc. I think strict enforcement of such rules will certainly prevent any tragedy.

But still we learn lesson from every tragedy, despite change of the Government! IMHO someone responsible is sleeping somewhere.

Why the NDRF is positioned at Arkonam instead of at State Headquarters, i.e. Chennai? Any idea?

TN and other states have elaborate checklist for the documents to be supplied while applying for permission. Excerpt from directorate of town and country planning. Soil test, signed affidavit by architect and structural engineer are necessary.

Structural designs are made after conducting due soil test of the site as per National Building Code, 2005 so as to be safe against all natural calamities like earthquake etc., and the structure will be safe in all respects and we all are held responsible for the structural safety/ stability.

A decade back, when there was a stiff competition among the Mobile Phone Service providers, to provide best service and thus to lure the customers, they use to erect signal towers at every nook and corner, with all haste, to ensure connectivity of network. Subsequently, there were few accidents due to collapse of these signal towers. Then it was insisted by the Government for submission of a structural stability certificate issued by a qualified Engineer. And with that, such accidents have been eliminated now.


As per the existing Orders of the Government, every multistoried building should be earthquake resistive structure with necessary lightning arresters and the building should be designed by a Registered Professional Structural Engineer. So, orders are clear.


Let us wait for the Enquiry Commission’s report.

 
In our Country respect for law is taken casually due to delay in awarding punishment. People circumvent legal provisions with money power and political influence. Simple traffic rules like wearing helmets, waiting for road signals, avoiding the use of mobile phones while driving etc are broken without compunction. Surprisingly we have enough rules and regulations covering every aspect of Building Construction, but how much they are followed depends on the enforcement agencies. Most of these agencies suffer due to shortage of staff, which result in inefficiency and corruption.
Government do institute Enquiry Commission after every disaster, but how many of their reports are used to take corrective measures is not known to public.

if all the rules laid down by all authorities for buildings,are followed and approvals sought , and got beforehand , no building construction can take off . in our desire to be perfect , we lay down so many rules and regulations and so many authorities to transact with it is a superhuman task to get anything done without payoffs starting frrom the lowest to highest. most organisations/ companies flout rules and do not care for approvals much .
they know they can get away with it with some payoffs and patronage of govt officials /politicians . justice system is archaic.
yet there is a construction boom . buildings come up in record time . , may not be structurally 100 percent perfect ,or follow building plans followed scrupulously or materials which are 100 percent pure or in right ratio.
some buildings do develop cracks or collapse . mostly the buildings are over designed to take care of all contingencies
the collapse of buildings are very few if you take national figures. in a population of 120 crores , how many die in building collapses . more might be dying of common ailments such as flu or hunger or heat strokes or just old age and poverty . we should not over react to incidents of building collapses or fire related accidents in buildings.

It is not over reaction. We just share our thoughts on the tragedy which took lives of 61 persons as we feel every life is highly precious.

The latest news being that 11 people including a child and four women were just killed when a 20’ high compound wall was collapsed in Tiruvallur Distirct.


On 28[SUP]th[/SUP] , if I am right, a four storied building came down in the capital Delhi killing ten people including five children.


It is evident that we have been seeing frequent building collapse and lives lost.


What is the lesson we learn from such tragedies?


What are the root causes?


Who are all responsible for the tragedy and how to prevent such unfortunate ‘man made disasters’ in future?


The Commission’s findings will have all the answers.

As most believe 'Good days' are ahead, let us hope the Government will take stringent correctional methods.

when govts want to shrug of an issue ,they set up an enquiry committee
it may submit a report after a few months after the event and it will be put into cold storage
how many enquiry reports are taken seriously?
only some retired judge will find employment

It is your opinion.

But in general, such reports are sent to the Departments concerned and the Department will have to comply with the recommendations and other correctional methods and send necessary proposal for the Government for approval. In fact all the Departments concerned are required to submit compliance report. This is the existing practice and this exercise is followed.
 
HC directs AG to file status report on building collapse

Chennai: The Madras High Court today directed the State Advocate General A L Somayaji to file a status report with regard to the recent collapse of a multi-storey building here that left 61 persons dead.

The first bench, comprising Chief Justice Sanjay Kishan Kaul and Justice M Sathyanarayanan before which the PIL filed by DMK Treasurer M.K. Stalin, came up, wondered how it was possible for the one man Commission of Inquiry appointed by the State Government under Justice Raghupathy (retired High Court judge) to go into the matter when he was already continuing as President of the Consumer Redressal Forum

He was also the head of another commission which has to go into the details of Act 14 (Goondas Act). Senior Counsel P.Wilson submitted that there is need for a CBI probe as the government was only blaming the builder.

When the Advocate General submitted that a one-man inquiry commission had been appointed, Wilson argued that the said Judge was already functioning as President of Consumer Redressal Forum, and heading some other commission related to Act 14 (Goondas Act).

The bench then directed the AG to submit the status report with regard to the collapse of the building on June 28 as well as the cases pending before the consumer redressal forum and posted the matter for further hearing to August 28.
