Clarification on formalities of my departed grandmother

Hi.

My Grandmother (mother mom) demised on 28th May 19. Due to some dispute her son done kooli and udaan paal. He is not properly doing any formalities and prayer. And am sure he will not do any other formalities like 16 th day kariyam.

Now my doubt is as grandson what way can i do any formalities / Pooja in any temple like Rameswaram or any other prayer.

Many people feel that the person who performed kooli had to do all formalities. Others not allowed to do it.
He will not do anything.

She is 80+ years old and had care more than 100+ people in her life.

I want her soul should attain heaven and am ready to do it any pooja.

Kindly provide your valuable suggestions.
