The Aurangabad bench of the Bombay High Court has issued notices to the Centre and the Medical Council of India (MCI) on a writ petition challenging the move to stop issuing NORI (No Obligation to Return to India) certificates to doctors.
On the issue of not issuing NORI, a pre requisite for doctors to work abroad, the Union Health Ministry has stated that it revised its guidelines to check brain drain and tackle large scale immigration of Indian Doctors to foreign shores.

"Have decided to not issue ‘No Obligation to Return to India’ (NORI) certificate in any circumstance to Indian Doctors, except for those who are above 65 years of age," said the Health Ministry.
The petition has alleged that the move is in violation with the fundamental rights of the doctors.
The court asked the Centre in the course of the hearing whether it is effectively disallowing doctors to work abroad.
It also asked if the government is in a position to provide jobs for all doctors.
"Is the govt in a position to provide upgraded facilities that the doctors abroad have access to?" the court further asked.

There were members in this site claiming that NRI's are returning to India in droves. That majority of Indians have no interest in going abroad Etc.
