Around 30 per cent driving licences in the country were bogus and the Government has proposed a new Motor Vehicles Act to bring in transparency and make the system corruption-free, Union Transport Minister Nitin Gadkari on Monday said."The situation on driving licences is that 25 to 30 per cent of the driving licences in the country are bogus.
Therefore, the government has prepared a new Motor Vehicles Act after studying the models in advanced countries, the US, Canada, Japan, Germany and Singapore and consulting the states and collecting inputs from members of the public," Gadkari told reporters here.
Under the proposed Act, the issuance of licences would be computer-based and linked to satellites. If licenses are not issued to eligible candidates, action would be initiated against officials concerned, the minister added.
Gadkari also said that cameras linked to satellites would be installed in cities with more than five lakh population to record traffic violations.
"Those violators, who challenge fine, would have to pay double the amount if offences are proved," he added.
The idea is to rid the Regional Transport Offices (RTOs) of corruption, make the system transparent and time-bound and promote e-governance.
The Minister also said that the norms and standards governing bio-diesel, bio-gas, ethanol and electric have been prepared and a notification in this regard was expected to be issued in 15 days.
He also said research was underway on five technologies pertaining to development of electric batteries to run buses.
"We are also testing. In two-three months, I feel the final product will come out," he said.

Welcome to well intentioned initiative of Hon. Minister. But whether it is possible to implement the same.
Karnataka is suffering from shortage of staff in RTO offices, inspite of computerisation of RT Offices, things face inordinate delay. All the road crosses have survilance cameras and Traffic police to collect fines for traffic offences. Simple lane discipline could not be implemented in the city roads and on highways. There is so much of demand for qualified drivers, people go to any extent to get driving licences.
So long corruption is not curbed in this country, nothing can succeed.

Who or how will eligibility for driving license be decided, and will it be not signed by some issuing authority of the state government? Since roads and vehicles come under 'State subjects' as per our Constitution, will the Centre be able to take over issue of driving licenses?

And, in many states, I am told that driving licenses can be got delivered at our houses, even for very senior citizens, if only the required amount is spent.
 
For learners licence, one has to pass a written test; this can be made an online test. For regular licence too, the minister was talking about a computer assisted simulator type test rig. I am not sure whether which countries have adopted this.

RTO and CTO are main corruption centres in many states......
 
To obtain learner driving licence or to renew the driving licence, there is a rule that one must undergo medical test and get a certificate from a registered medical practitioner that the applicant is medically fit to drive the vehicle. Actually in all RTO offices there are doctors who issue certificates to all in proxy not even seeing the face of the applicants by just collecting 100 150 bucks through agents.The medical certificates submitted to the RTO are bogus.Very sad state of affairs.
