BTW, just now I saw your first Q in forum. That thread is closed now! So, answer is here.

In the panchAngam, please check the English month and date given against day 1 of the Tamil month. That is the

mAsa piRappu day. The daily sheet calendar also gives this information. On that day you can avoid onions, garlic etc.

There is no need to worry about the time of birth of the month for this. :)
