Shame on actress Rekha & cricket icon Sachin..If they are not interested in attending Rajya Sabha sittings they should resign as a member!

Earlier on Tuesday, the Samajwadi Party leader and Member of Parliament Naresh Agrawal attacked the legendary cricketer Sachin Tendulkar and Bollywood actor Rekha, asking them to resign from the House on matters concerning their non-attendance. "Sachin Tendulkar and Rekha should resign if they are not interested in the Parliament," Agrawal said in the House. Agrawal had questioned the Chair that if the nominated members are not present in the Parliament, why shouldn't their membership be canceled from the House.
[h=2]Rekha and Sachin Tendulkar’s attendance compared to other nominations[/h] While the national average attendance of an MP is 78%, Sachin Tendulkar’s average as an MP is 7% and Rekha's average as an MP stands at 5%. As per the Constitution Of India’s Fourth Schedule - Articles 4 (1) and 80 (2), the President nominates 12 achievers to be a part of Rajya Sabha for a term of six years for their outstanding contribution to art, literature, science and social services. In addition to Sachin Tendulkar and Rekha, ten other members from the aforementioned fields were nominated by the President of India to serve in the Rajya Sabha. Following Samajwadi MP’s attack on Rekha and Sachin Tendulkar for their poor attendance in Parliament, it would be conducive to compare it to the average attendance of other ten nominations.

While the other nominations have a record attendance above 60%, veteran actor Rekha and master blaster Sachin Tendulkar’s attendance in Parliament sessions are in single digits.

[h=2]Warning Sign[/h] In March 2017, Agarwal had raised the issue and cautioned non-attendees by stating that “If they are not interested, shouldn’t they resign”. Adding to Naresh Agarwal’s point of contention, NCP leader Majeed Memon had claimed, “there are about a dozen nominated members who are picked up by the Government of India and nominated by the President at the instance of the Council of Ministers because they have surpassed in their particular fields… It is not just an ornamental seat that they have just become MP and taken oath thereafter they never bother to work and contribute to Rajya Sabha”. Moreover, Tariq Anwar added, “They have been given an important responsibility and their non-participation is not right”.
[h=2]Is it just Sachin Tendulkar and Rekha?[/h] Prior to Sachin Tendulkar and Rekha, several other nominated sportspersons and Bollywood stars have recorded poor attendance in Parliament sessions. Veteran singer Lata Mangeshkar, who was a Rajya Sabha MP from November 1999 to 2005, attended merely six out of over 170 meetings. Moreover, when asked about her lack of interest in attending Parliament sittings, the singer claimed that she had in fact “pleaded with those who urged me into Rajya Sabha to let me off”. Moreover, the singer had allegedly raised concerns over civic issues purely pertaining to her interests. According to media reports, the singer had expressed discontent towards the possibility of a flyover being built opposite her house on Peddar Road, Mumbai. In addition to legendary singer Lata Mangeshkar, Hema Malini, M F Hussain, Dara Singh and Mrinal Sen were a few more nominations that recorded poor attendance in Rajya Sabha sessions. However, this does not imply that achievers from fields of art and sports lack interest in politics and civic welfare. For instance, former cricketer Mohammad Azharuddin had an attendance of 76 per cent in the Lok Sabha. Moreover, renowned figures of bollywood, namely, Jaya Bachchan, Shabana Azmi and Javed Akhtar have been extremely active in Parliament.

I do not know whether there are rules prescribed for minimum attendance per sessions for members in Parliament. The members are provided with a lot of perks apart from salary, retirement benefits, free accommodation and travel etc. Why should a few people are given free membership when they are not interested in the job ?

this is rajya sabha appointees?....they are not contested....otherwise they have to answer to the people...

When we look into the working of Rajya Sabha during its sessions, it exhibits a sad reflection of the working of our democratic institution conceived by the learned members of our Constitution Assembly. Most of its time is spent on acrimonious fights on issues no relevance for the citizens. Most of the Upper house is filled with the members failed to get elected by the people for Lok Sabha. The Political mixup in numbers have nothing to do with the results of general elections for Lok Sabha !

As the PM has wished the Elections for all the Constitution Posts in States and Center should take place at the same time. This will save a lot of time and money.

Time has come to rethink whether the upper house is required for our Country.
