What for these convicts sent to prison….? Hopefully for rehabilitation…and not to get royal treatment and enjoy the luxuries of life there…

Perhaps a corrupt if sent to hell, may corrupt the whole set up of hell..

An allegation levelled by a DIG, may have bit of substance…..

Sasikala Accused of Bribing Jail Authorities for Undue Favours

On Wednesday, AIADMK General Secretary and convict VK Sasikala Natarajan was accused of bribing Karnataka Director General of Prisons (DGP) Satyanarayana Rao and city central jail officials for undue favours.

"Sasikala has given Rs 1 crore bribe to Rao and another Rs 1 crore was distributed among officials, including warden of the central jail where she is serving 4-year sentence in an illegal wealth case for allowing her special privileges," said a local news channel quoting Deputy Inspector of Prisons (DIG) Roopa Moudgil submitted to the state government.

While Roopa was not reachable to confirm the bribery and other charges, Rao, however, denied them and accused Roopa of gross sub-ordination.

"I have served a memo to her (Roopa) seeking explanation and evidence to prove her wild allegations. She has not given any report to me or the government against me or other jail officials," Rao told IANS.

In a sensational revelation, Roopa said 59-year-old Sasikala was getting royal treatment in the women's cell where she has been lodged since 15 February to serve her sentence.

Sasikala's nephew TTV Dhinakaran was arrested for allegedly trying to bribe an Election Commission official to get the undivided AIADMK's 'Two Leaves' election symbol for his faction recently in April this year.

He is facing trouble with that case running to Court, Police Station, etc besides other cases

When it is certainly not her own hard earned money........ nothing wrong in it being distributed liberally to some of the Jail staff who extend certain facilities out of the way.

But what is important is security breach....

Such lapses on the part of the Jail staff and authorities will lead to security breach, etc etc

The letter, apart from the information about Sasikala, also talks about many other illegal instances inside the prison.

- A special kitchen has been set up for Sasikala, which is against the rule of the jail.

- Roopa has also mentioned about stamp paper scam accused Abdul Kareem (Telgi) too getting special facilities. "Earlier, he was on wheelchair and court allowed people for his assistance. But now, when he is fine, why is this continuing? In fact, three or four undertrials are there to serve him, who even gave him hands and feet massage," the letter stated.

- She also mentioned that she got medical check-up of jail inmates done and in the drug test it has come to light that many convict prisoners are using various types of drug kits in the jail.

- She even exposed that a prisoner in the jail had tried to sexually assault a nurse in the hospital while he was bought for check-up, but no action taken over it.

- Roopa even pointed out that prisoners are harassing doctors to prepare fake report stating they be shifted to hospital citing health reasons.

- She also said that the DGP was trying to interfere with her work. She said a memo was sent by the DGP to her seeking an explanation on why she went to Central Jail on July 10.

Roopa has sent the report to additional chief secretary DGP prisons and home secretary too to take a disciplinary action against the guilty.

I really appreciate such whistle blowers.....

Now that this news being published in medias, Government will be seeking a report from the DGP., Prisons

And this will be followed by a discreet enquiry conducted on the allegations...

Atleast the facilities that were extended so far out of the way, will be stopped for time being till the completion of the enquiry, submitting findings etc.

Meanwhile, there may be lot of changes like change of authority or even at least change of guard, etc

It is sure that they will certainly tighten the security arrangements for time being..

The authorities concerned do learn lessons from the past mistakes and try to avoid recurrence of such lapses in security.

According to the latest Prison Statistics India (PSI) report of the National Crime Records Bureau (NCRB) 2015, 200 inmates, including militants, terrorists, dreaded gangsters and petty criminals managed to escape from high-security jails from six states in the calendar year.

“In wake of the recent jailbreak in Bhopal, this one at Nabha speaks of the pathetic security system in Indian jails. There’s a general air of complacency and callousness in every prison in India, including the high-security ones where terrorists and underworld operatives have been kept. Each and every movement should be monitored, but that’s missing. Prison officials are mollycoddling with the inmates, giving a safe passage to the latter in escaping from jails,” quipped former director general of police (UP), Prakash Singh.
The PSI report further highlights that there had been 83 jailbreak incidents in the country between 2011 and 2015, with the highest 28 jailbreaks in 2011, followed by 26 in 2015. In this five-year period, Rajasthan accounted for 41 out of the 83 jailbreaks, followed by 14 in Uttar Pradesh and 5 in Madhya Pradesh. Out of 836 incidents of clashes in jails, close to 60 percent or 501 of these incidents were reported from jails in Delhi alone.

A performance audit report by the Comptroller and Auditor General (CAG) in 2013 stated that there were 91 incidents of prisoners escaping from jails during 2007-2012. The CAG had indicted the prison administration for its lackadaisical approach towards securing its jails. The audit report also pointed out the malfunctioning of wireless sets and CCTVs — meant for maintaining security in jails.

The recent Bhopal jailbreak revealed that CCTV cameras were not functioning when the SIMI operatives allegedly scaled the 28-ft perimeter wall and escaped. Prior to this, adopting an identical modus operandi in October 2013, six SIMI operatives, accused of murder, dacoity and communal violence, broke open the ventilator of their barrack in the high-security Khandwa jail in Madhya
Pradesh, scaled the wall and escaped.


“For the last two decades, I have been advocating for police reforms in India, including prison reform. I have written to Prime Minister Narendra Modi, bringing it to his notice that it was he who in 2014 had enunciated the concept of SMART police, but two years down the line, there is a sense of disappointment because the change has not happened. I’m not trying to find fault with the central government, because police is a state subject. The decline in quality policing and deteriorating conditions of prisons has essentially been due to state political leadership,” added Singh, also former DGP, Border Security Force.

BTW do you have any idea as to which State Police force takes care of the external security arrangements, Patrolling, search, etc of nation’s biggest prison located at the National Capital (Tihar)…….? And why….?

It may be normal hence it is published as a sensational news in dailies.....

And it is also normal that we do discuss such news items as a matter of routine in this Forum without ignoring it.


Obviously, such serious security lapses may also be not a very surprising news for some.... LOL

It is a good thing to learn that reacting to the
development, Karnataka Chief Minister Siddaramaiah reported to have said, that we have taken serious cognizance of the allegation of irregularities in Bengaluru Central Prison & ordered a high level inquiry. Requested all to await for the outcome of this inquiry. Further reported that strict action will be taken against any person found guilty of wrongdoing. He has not brushed aside this as an allegation, instead exhibited responsibility

Puducherry Lt Governor Kiran Bedi today praised the “courage” of a senior Karnataka police who said AIADMK (Amma) chief V K Sasikala was getting preferential treatment in Bengaluru central prison. “We need more officers of the kind of D.Roopa, the DIG (Prisons) of Karnataka, to inspire younger generation to be like her,” Bedi, herself a former IPS officer, tweeted. Such officers were not not easy to find these days.

“Those who have the courage to speak and write out the truth as they see knowing well that they may not get support from senior quarters,” she said. The DIG also said there was suspicion that senior jail officials had accepted Rs 2 crore as a bribe to facilitate special facilities for Sasikala, prompting Chief Minister Siddaramaiah to order a high-level probe yesterday. Roopa made the allegations in a report to her superior, DGP (Prisons) H S Sathyanarayana Rao. Bedi, credited with ushering in jail reforms during her career, asked Roopa to “keep going strong wherever you are posted as the country needs you. You will inspire younger generation to be like you…” The Lt Governor said in such a situation, good leadership welcomes reporting or feedback and makes a joint field visit.

“This helps improve matters.” In her four-page report after visiting the central prison on July 10, Roopa said a special kitchen was functioning in the jail here for Sasikala, a convict in a corruption case, in violation of the rules. Noting that these allegations were also against the DGP, she asked Rao to look into them and take “merciless” disciplinary action against “erroneous officials”.

Rao has termed Roopa’s charges against him “absolutely false, baseless and wild” and said he would take legal recourse against his junior.

Not only in jails, everywhere including job recruitment,school, college admissions ,place of residence, clothes one wears, there is a privileged class which does not follow the

rules strictly.Classifying some as VIPs to get extra security,free access to all special facilities in planes, train, road transport is common place.so why hue and cry about jails

alone?

The hue and cry is about some so called VIPs getting privileges unauthorized... clandestine

Let them get orders of the court for all the privileges alleged to have been extended..... who prevents..

Why getting the privileges thro back door...?

When one knocks at the back door, that give room for others to comment..

There are watchdogs....

There are whistle blowers...

And there are medias...

And everyone has got privilege to comment.. :)

Going to court on flimsy issues has become fashionable.

Many file petitions , PIL and engage in futile litigations.

It is just a pastime for idlers in india.

The whistle blowers,

The so called whistle blowers, watch dogs are the most despised ones who have done nothing useful in their lives except finding faults.

Many meet the fate they deserve.

Media -these fellows have to boost their readership.So sensationalise a trivial incident for mileage.

Judges are already over worked with pending cases.

These days they have started ignoring or pulling up these whistle blowers and so called watch dogs.

Defining as to which one is flimsy and which one is serious differ to each individual.

It is the need of the hour to uphold the law of the land.

What for the Courts are there…?

And it is these courts believed by most to resolve issues without leaving any room for suspicion, bias, favoritism, partiality, etc

And hence most tend to knock at the doors of the court to seek legal remedy.

And that is why, justice is symbolized as a blindfolded figure balancing a set of scales.

And what for the lawyers are there…?

They also needs to survive… is it not.....?

Keep them busy... LOL

For most it is 'Dharma' that is more important...LOL

And hence there are umpteen number of watchdog movements everywhere and to quote few (1) Environmental Watchdog, (2) Public Finance Watch dog committee, (3) Anti-corruption watch dogs, (4) Human Rights Watch dogs, (5) Watchdog journalism...

Some have principles and some have passion..

And there are some who don't compromise on their policies...

Over pendency of cases may be also due to vacancies of Judges in every court.

The judges of High Court and Judges of Supreme Court enter into dispute over issues.....

All these are quite common in our Jails!! For the common man she is still a criminal! Why should we shame her when she is already suffering a jail term asks Dr Swamy?

I think it is he who is also responsible for the Disproportionate assets case against Jayalalitha and others.

In other words, it is he who is responsible for their present sufferings.

Unfortunately, we still have some honest and upright Officers in Police Department, who stick to rules and regulations.

In this case, some how this information seems to have been leaked or passed on to the medias and they are blowing it.

And public are also keenly watching all these....

Jail is governed by the Government which runs on taxpayers money....

And the taxpayers needs to know what is happening inside such jails.

I agree with this post.
I am NOT surprised that corruption is rampant because the common public has accepted corruption to be part of our society.
Unless the honest media and whistleblowers are respected and rewarded we can not function as a democracy.
Let us codify and accept that rich can buy privileges, let it be open and transparent.
Let there be a "darm darshan line" and a Rs 1000.00 line. So VIPs can buy their privileges with honest money.
And where did Shashikala get Rs 2 crore for bribing? I thought all her ill-gotten wealth would have been confiscated.

He is unlikely to be given a special cell. The court willconsider his bail plea Wednesday.
