சென்னை இன்னும் பாதுகாப்பான நகரமாகவே இருக்கிறதா என்ற கேள்வியை தினமும் நடைபெறும் குற்றச் சம்பவங்கள் வலுவாக்கிக் கொண்டே இருக்கின்றன. இந்தச் சூழலில் கடந்த ஞாயிற்றுக்கிழமை இரவு சென்னையைச் சேர்ந்த பதிப்பாளர் விலாசினி ரமணிக்கு நேர்ந்த சம்பவம் பெண்கள் பாதுகாப்பு மீதான அச்ச உணர்வை அதிகரிக்கும் வகையில் இருக்கிறது.
நடந்தது என்ன?
சென்னை திருவான்மியூரில் இருந்து வளசரவாக்கத்துக்கு கடந்த ஞாயிறு இரவு ஓலா கேப் ஒன்றில் பயணித்திருக்கிறார் விலாசினி. ஓட்டுநர் காரை அதிவேகமாக இயக்கவே இரண்டு முறை விலாசினி அவரிடம் மித வேகத்தில் செல்லுமாறு கோரியுள்ளார். ஆனாலும் அதற்கு செவி சாய்க்காமல் அதி வேகத்திலேயே அவர் செல்ல மீண்டும் கோரிக்கை வைத்திருக்கிறார் விலாசினி. ஆனால், இந்த முறை பதில் கடுமையாக இருந்திருக்கிறது. குறிப்பிட்ட நேரத்தில் இத்தனை ரைட் போக வேண்டியுள்ளது. பிடிக்கவில்லை என்றால் காரில் இருந்து இறங்கவும் என ஒருமையில் திட்டியிருக்கிறார்.
திகைத்துப் போன விலாசினி காரில் இருந்து இறங்கிவிட்டார். அண்ணா பல்கலைக்கழகம் அருகே அவர் நின்றிருக்க அந்த கார் ஓட்டுநரும் அங்கேயே நின்றிருக்கிறார். சிறிது நேரத்தில் அவ்வழியாக ஒரு ஆட்டோ வர அதில் விலாசினி ஏற முற்பட்டபோது அந்த கார் டிரைவர் அருகில் வந்து ஆபாசமாக திட்டியதோடு கையை முறுக்கிக் கொண்டு கழுத்தை அறுத்து விடுவேன் என மிரட்டியிருக்கிறார். அவசர அவசரமாக ஆட்டோவில் ஏறிச் சென்ற விலாசினி வழியில் எங்காவது போலீஸ் ரோந்து வாகனம் இருக்கிறதா எனத் தேடிக் கொண்டே சென்றிருக்கிறார். ஆனால், ஒரு ரோந்து வாகனம்கூட கண்ணில் படவில்லை.
கடைசியாக ராமபுரத்தில் ஒரு அவுட்போஸ்ட்டில் சில போலீஸாரைப் பாரத்துள்ளார். அவர்களிடம் நடந்ததைக் கூற அவர்கள் நந்தம்பாக்கம் காவல் நிலையத்தில் புகார் அளிக்கச் சொல்லியுள்ளனர். ஆனால், நந்தம்பாக்கத்திலோ இது எங்கள் சரகத்துக்கு உட்பட்டதல்ல நீங்கள் கிண்டி காவல் நிலையத்துக்கே செல்லுங்கள் எனக் கூறியுள்ளனர். மீண்டும் கிண்டி செல்ல விலாசினி தயங்கவே ஒரு போலீஸ்காரருடன் வளசரவாக்கத்துக்கு அனுப்பி வைத்துள்ளனர்.
விலாசினி எழுப்பும் கேள்வி:
இரவு 10 மணிக்கு மேல் எனக்கு ஆபத்து இருக்கிறது என நான் கூறியும் என்னை ஏன் ஒவ்வொரு காவல் நிலையத்துக்கும் அலைக்கழித்தார்கள். எனது புகாரை போலீஸார் உடனடியாக ஏற்றுக் கொண்டிருக்க வேண்டாமா? ஏற்கெனவே அந்த ஓட்டுநர் என்னை பின் தொடரலாம் என்ற அச்சத்தில் இருந்த என்னை நந்தம்பாக்கம் செல்லுங்கள்.. கிண்டி செல்லுங்கள் என ஏன் கூற வேண்டும்?
இவ்வாறாக விலாசினி ரமணி கேள்வி எழுப்பியுள்ளார்.
சமூக வலைதளத்தில் ஆதரவு:
நடந்தவற்றையெல்லாம் விரிவாக தனது ஃபேஸ்புக் பக்கத்தில் விளக்கியிருக்கிறார் விலாசினி. அந்த நிலைத்தகவல் அதிகமாக பகிரப்பட்டது. கமெண்ட் பகுதியில் பலரும் பெண்களுக்கான பாதுகாப்பு குறித்து கேள்வி எழுப்பியிருந்தனர்.
ஓலா தெரிவித்த 'வருத்தம்'
ஓலா நிறுவனத்துக்கு விலாசினியின் நண்பர் புகார் அளிக்க அதன் அடிப்படையில் ஓலா அலுவலகத்தில் இருந்து ஒரு பிரதிநிதி விலாசினியை தொடர்பு கொண்டிருக்கிறார். அவர்கள் தெரிவித்த 'வருத்தம்' பெயரளவில் மட்டுமே இருந்துள்ளது. சம்பந்தப்பட்ட அந்த ஓட்டுநர் மீது எந்த மாதிரியான நடவடிக்கை எடுக்கப்படும் என்ற கேள்விக்கு, "அந்த ஓட்டுநரை ஒருவார காலத்துக்கு நன்நடத்தை வகுப்புக்கு அனுப்புவோம். பின்னர் அவர் மீண்டும் கார் ஓட்டுவார்" எனத் தெரிவித்துள்ளனர்.
ஒரு பெண்ணை இழிவாகப் பேசி கொலை செய்துவிடுவேன் என மிரட்டிய நபருக்கு தண்டனை கடுமையாக இருக்க வேண்டாமா என்பதே விலாசினியின் வாதம்.
காவல்துறை உறுதி:
இச்சம்பவம் சமூக ஊடகங்களில் வைரலான நிலையில் புகாரை உடனடியாக போலீஸ் பதிவு செய்யாதது குறித்து விசாரிக்கப்பட்டு உரிய நடவடிக்கை எடுக்கப்படும் என காவல் உயரதிகாரி ஒருவர் தெரிவித்துள்ளார். மேலும், புகார் அளிக்க வருபவர்களை அங்குமிங்கும் அழைக்கழிப்பது தடுக்கப்படும். புகார் பதிவு குறித்து போதிய அறிவுரை வழங்கப்படும் என்றும் அவர் தெரிவித்தார்

OMG is it true? But the company says their drivers are verified and their integrity is beyond doubt. I used to hire ola frequently in Delhi since they quite economical. Luckily the drivers were quite friendly and decent so far. Verification of credentials of all drivers of app based cabs should be made mandatory for obtaining licence. Hope the authorities are watching.

Verification is a must for all posts dealing with public;
but these verification could ensure who is who and where he is; but not the status of his mind.
Generally OLA drivers are good; but there may be some exceptions;
We are hearing only one side of the version; the other side may tell a different story.

General public may not be aware of these standing instructions or circulars issued by Chief of Chennai Police.

I remember to have read a news item wherein the Chennai City Police Commissioner giving instructions to all his subordinates not to refer the public who comes with a complaint, but to register case irrespective of jurisdiction first and then transfer the case to the respective police station.

I think this circular holds good even today.

CHENNAI: Chennai city police commissioner Sebastian George has asked all his sub-ordinate officers, especially station house officers (inspectors), to register cases on complaints from petitioners irrespective of their jurisdiction.

The commissioner sent a circular to this effect to all his sub-ordinate officers on May 22. Since then, there has been a 282% increase in the number of cases registered. According to statistics, there were only 1,149 cases registered in the city between May 13 and May 21. However, the number of cases registered has increased to 3,235 between May 22 and May 30.

This is good, and it should be made a basic rule all over india. Asking people to register cases based on jurisdiction is painful. Quite similar to the olden practice of having to deal with only a particular branch of the bank.

I also feel that the FIR should be computerised (in both english and local language) with an automated serial number allotted that serves as a unique reference. Printouts should be taken with copies given to the complainant. The scan of the signed FIR has to be digitally saved for future reference.

This database must be accessible to all levels with clearances based on rank & necessity. All cases based on jurisdiction can then be easily directed via the system to the correct station.

This is fine. In that case every Police station needs to be computerised with internet facility ( Unlimited) and the constabulary shoudl have computer knowledge to operate a system.

The basic qualitification prescribed for a constable in Tamil Nadu Police is I think SSLC.

I think the Tamil Nadu Government may have such propoals in their modernization programme.

I was told in Gujarat, every constable is given training on handling computer, Internet, etc

In Tamil Nadu Police, they have a Computer TRaining Centre and this Institute imparts training to all Officers and men of Chennai City Police, the stregth of which is approximately 19,000 in number. It may take time to cover all.

You may be right. But the fact remains that Tamil Nadu Police comes under Home Department and Minister for Home is none else than our Hon'ble Chief Minister.

If one comment on the performance of Tamil Nadu Police, it does mean that he is commenting on the performance of the ...................

It is said that the transfers to PSs of many areas in the City are based on "Auction Sale"; then the collected bid amount goes the coffers of the government or the persons is not made known. This case become so sensitised that “P” have to act without income.

People could have choice to elect a political party; but not for a particular person to become the minister of a particular Department.

Ji,

In most of the cases, our system is that even the particular person to head a particular department needs to be elected by the general public. I mean in most of the cases.

For argument sake, I can agree with you but practically in 99% cases, only elected representatives hold the key portfolios.

In Tamilnadu JJ is an elected candidate and holding the post.

I presume that there is some communication gap; please re-read posts #11, #12 and #13, then contentions would be clear.

The Police department is getting a bad name now...The responsibility of correcting & preventing lies with the concerned Minister who in this case Is the CM

That may be your view.

But everyone in Tamil Nadu know that JJ is close to a particular family which belongs to a particular caste.

If one goes thro news reports published in certain dailies and weekly megazines, one can find mention of list of Collectors and Superintendents of Police in Districts which will convey the influecne of this........

It is reported that award winning Officers are sidelined....... posted to insignificant posts and are made to simply mark time

It is also reported that while upright and honest Officers services are not that much recognised, some suffer in the hands of politicians...and only obedient Officers enjoy the key posts

One cannot put everything in black and white that may amount to inviting trouble
