"Kerala has become the first state in the country to achieve total primary education. This has been achieved through the primary education equivalency drive of the state literacy mission — Athulyam. The equivalency programmes have proved a huge success and the ultimate objective is to achieve total Plus-Two education in the state," education minister P K Abdu Rabb said here on Monday.

The declaration will be made at a function at Kerala University Senate Hall.

If a person is able to write and sign his name, it is construed that he is a literate and his head is counted under the literacy programmes as well.
He may even not knowing to read and write in his mother tongue other than scribing his name and signature.
Communists and other political parties train the people well to write their names and scribe signatures.
It is done for the purpose of easily obtaining the loans from Banks under the Government sponsored schemes.

I am telling this with my past experience as a Manager of a rural centre in an area that overlaps Kerala.

A hollow achievement. Having 100% primary education enrolment is of no use unless it is matched with a stronger higher education infrastructure, in which Kerala severely is backward.
IIT Palakkad will not set the state on fire.

PS - am a mallu.
