உண்மையில் சென்னை மக்கள் இப்போது சீரியஸாக சிந்திக்க வேண்டிய நேரம் வந்துள்ளது. சென்னை மக்கள் மட்டுமல்ல மழையால் பாதிப்புக்குள்ளான அத்தனை பேருமே சிந்திக்க வேண்டிய நேரம் இது.

This is the pitiable state of affairs.
 
Citizens of the state thrive on freebies given to them continuously by political parties for their votes at election time . The political parties cannot be faulted if they offer

inducements and food relief at times of calamity such as floods due to rain fury nor can those who are not well off and suffering if they accept the same . Even the well

off do not cook home and have their meals at temple in some localities such as nanganallur even when it is not raining.The food they have is better than what their

wives cook home or served in some hotels.So freebies culture cannot be changed easily. Even in delhi, lot of people of all communities get light food packets of puris

with veg outside anjaneyar temple opposite my home.During annual festival of iyyappa , the kerala fellows offer excellent food served on plantain leaves to people of

all communities.So it is part of our culture. Enjoy free food and criticize the habit [ A brahmin speciality ?]

The thread calls for the general public to think and keep the corrupt politicians at bay.

It discusses in detail about the root causes for such natural calamity.

And the preventive measures intended to be adopted against such natural calamities and preventive aspects.

Instead of depending on the corrupt politicians, is it not the duty of every citizen to act responsibly with eye on healthy civic consciousness?

I would like to share the following information ........

The Government as well as the public are well aware that North East Monsoon sets at Tamil Nadu State every year during the fag end of October mostly.

Government used to call for a ‘Contingency Plan’ well ahead of ‘on set’ of the North East Monsoon to meet the challenges thrown by the nature in the event of flood, cyclone, Storm and other natural disasters.

Government also take initiative to certain preventive measures such as 1. Desilting of lakes aka Thoor varudhal (2) Illegal encroachment into dried up water bodies, (3) Blockage of Kanmaai, (4) Illegal sand minding (5) Preventing use of plastic bags, etc etc

And this is called ‘preparedness’.

A ‘Contingency Plan’ will be prepared meticulously with involvement of most of the essential services, like police, fire and rescue service, revenue departments, etc. This plan among other things, will discuss about the most low lying areas, flood prone areas, vulnerable points and identify ‘shelters’ nearby so as to accommodate the public who are affected by heavy rain/flood. The nearest hospitals and the number of beds, stock of medicines required in the event of outbreak of epidemic diseases - boats/vehicles for transportation , strength of trained doctors and para medical staff, etc will be discussed.

It will also discuss about the proposed Rescue and Relief measures, such as provision of inflatable rubbers boats, catamarans, conventional boats, etc for rescue.

Besides the list of staff who are already well trained in rescue and relief operations will be made ready and will be asked to be in alertness.

There will be a well-equipped control room functioning ‘round –the- clock’ to monitor the exercise of rescue and relief operation.

The Met. Department of Government of India announces the regularly the forecast of every day in advance and warns fishermen not to go for fishing.

This they call 'preparedness'.

And the corrupt politicians who have absolutely no idea about all these exercises, when there is flood situation, after loss of number of precious lives of general public due to marooning, electrocution, wall collapse, etc etc rush with relief packages and pose for photographs and thus trying the gain sympathy at the time of sorrow.

The souls of voters who voted these parties to power and lost their lives in such natural calamity will never forgive these corrupt politicians and their advocates.


Those who long for free food can always ENJOY the same at certain Gurudwaras and at certain Shrines at Delhi every day irrespective of the fact whether Delhi is affected by flood or famine.


Why drag Brahmins here?

Some incorrigible minds never think anything right.

we have mentality to depend on.....this is an attitude.....as a community ....we can do through co operative manner without

political intereference.....becoz rain is local problem....govt can't solve every problem.....
 
It is reported in the press that so far 71 were killed due to flood.

But it is aftermath that harms more lives.

Such natural calamities are followed by water-borne and vector borne diseases.

And now it is for the Government agencies to swing into action to prevent such outbreak of any epidemic diseases by effectively taking all preventive measures in war-foot.

As a responsible citizen, we can drain stagnant water and take only boiled water.

General public can well co-operate with the civic agencies by adhering to other measures recommended as a precautionary measure.

Tamilnadu has an excellent govt which knows what is preparedness far better than the honourable member.

It is prepared for rains of ordinary intensity and puts systems into place.

But when it is more than twice anticipated, then it is a disaster and it requires a different type of response of higher scale which involves national agencies and the

forces.With all the constraints , the state has done pretty well.

When political parties are vying with each other to reach relief in terms of food and drinking water ,it requires appreciation and not criticism.

It is utterly foolish to suggest that the starving poor should not accept what is offered.

It is easy to dub politician as corrupt and run them down when they are trying their best to distribute relief. but it is not realised how difficult it is to organise this

relief with all the constraints of logistics.

Free food culture is part of our lives whether we like it or not.Whether it is marriage or calamity or in temples feeding people freely is part of our culture in this

country.

Some communities after enjoying free food criticize the quality of food and run down the habit.

The affected people, rich and poor are to be blamed squarely, because it is their reckless (unthinking) 'greed' which has made the unscrupulous builders to build left, right and centre without having any experts looking into the drainage for flood water in a city which is mostly sea level. It may rain well once again, may be within a few days itself. Nature (environment) will avenge wrongs done to it by humans and when it does so, there will be absolutely no mercy!

Let the enlightened engineers of Chennai devise a workable drainage system for the city, and remove all constructions which stand blocking such a drainage system. If this is done by the State Government, Corporation or by people themselves voluntarily, good; otherwise nature will spell doom for many people in the city and surroundings and that will be irrevocable.
 
There are lot of instances to cite about the lapses on the part of the Government agencies which could have been if attended in time, mitigated the damages to the property and loss of life.

The current BJP led Government has reported to have allotted a sum of Rs.1200/= crore for the purpose of ‘Desilting projects’ in the State and it is further reported that none of these funds were used for the purpose they have been actually allocated.


It is believed that if this ‘desilting’ of lakes were done with all seriousness, the existing lakes with the increase in their capacity would have been able to hold more water thus prevented flood situation.


There are illegal encroachments in the Water bodies though out the States. If necessary action was taken to remove the illegal encroachments, those water bodies with their full capacity would have served their purpose by holding more water.


The proverb is a stitch in time saves nine.


More than seventy lives have been reported to have been killed because of this calamity.


Have we not learnt lessons from our earlier experience? Flood is not new to this State which has more coastal districts.


It will be termed as stupidity to argue in favour of the corrupt politicians who miserably fail to learn lesson from previous experiences/mistakes and allow loss of life and damage to property to recur every year on the onset of monsoon, despite scientific advancement with forecast by Met Department.

The residents, particularly the farmers, who face losses after frequent floods destroy their crops, blamed the government for the delay in finding a permanent solution to the recurring problem. The government earlier proposed a series of projects at an estimated cost of 301 crore. The projects included diverting surplus water from Veeranam tank to Kollidam. Moreover the government has also decided to deepen Veeranam Lake at an estimated cost of 44 crore.

"The government has not taken up any of the projects for execution it proposed more than four years ago. Instead of spending crores and crores of rupees as compensation to the people affected by flash floods the government must execute the planned projects to prevent flooding," charged Veeranam Pasana Vivasayeegal Sangam president K V Elankeeran.

Water users' forums and farm associations have been urging the government to declare the district as disaster-prone so as to avail special concessions and financial assistance from global and national funding agencies. They pointed out that the neighbouring state of Andhra Pradesh identifies and declares disaster-prone regions and successfully sought funds from various agencies. The forums and farm bodies have also been urging the government to desilt the lakes and water bodies to enhance their water-holding capacity. They pointed out that flooding cannot be prevented in the district unless the full capacity of the water bodies here can be realised during monsoon season.

Urban planning in denial: Why Chennai gets unbearably flooded and what can be the solution

That Chennai’s waterlogging is now on the brink of being beyond redemption and is a man-made disaster can be illustrated by one fact: The city’s largest mall is on a lake-bed


In 2015, Chennai received its highest rainfall in 10 years. Barring a few core areas, mostly neighbourhoods around Mount Road, all parts of the city saw massive waterlogging and flooding. According to figures from the TN police, about 189 people across the state have lost their lives due to the rains as of Wednesday.
What’s even more unfortunate, however, is the fact that the city’s waterlogging woes are here to stay. A tragedy like this could happen again under a similar situation a few years later, unless we change the way we plan the city, and acknowledge the fact that we are at fault.

That Chennai’s waterlogging issue is now on the brink of being beyond redemption and is a man-made disaster can be illustrated by one single fact: The city’s largest mall, Phoenix, is on a lake-bed – Velachery. The word ‘Ari’ (as in Velach-ari) means ‘lake’ in Tamil. And since natural lakes are meant to absorb and hold water when nature unleashes its fury, no surprise then that people in areas like Velachery and Madipakkam needed to be airlifted to safety.

I would like to quote a line from "Life of the Mind" by Jawaharlal Nehru...................... " You can not talk of God to a
starving person; first of all you must give him food."


If a family is stranded with starving kids after losing the shelter and belongings in flood, a loaf of bread and a cup of milk offered by anybody is acceptable.

I would also like to remind the role of Kamalhasan in "Varumaiyin NiRam Sikappu" where in he was portrayed to go to
the extend of taking a rotten apple from the drainage and eating it. Why that role of a person who had self prestige earlier was made to settle to stoop to that level; why that character was so personified. This is reality of poverty and starvation.

Poverty and starvation teach a lot of lessons only to those who experienced it in reality not in imagination.

Is it not the bounded duty of the Government to protect the lives of common man, the tax payer both directly and indirectly?

Who are responsible for the 70 and odd lives that were lost due to this flood situation (And there are reports that say it is a man made disaster!!)

There are reports about the ill planned Government and its utter lack of planning and unpreparedness.

Not to speak about the woeful urban infrastructure, traffic system that was strangulated due to bad/poor road condition.

The showers was more than unexpected, but the planning and relief was less than expected.

Poor Chennaities who have exhibited more tolerance.

Politicians had hectic time in posing for photographs distributing relief materials to the affected.

Our Government while able to launch lot of welfare measures, is still unable to plan and execute a pucca sewage system and storm water drain which functions well especially during rainy season.

One can say that it is the innocent general public who are paying penalty for the inaction/unpreparedness of the Government.

Not to speak about the woeful urban infrastructure, traffic system that was strangulated due to bad/poor road condition.

The showers was more than unexpected, but the planning and relief was less than expected.

Poor Chennaities who have exhibited more tolerance.

Politicians had hectic time in posing for photographs distributing relief materials to the affected.

Our Government while able to launch lot of welfare measures, is still unable to plan and execute a pucca sewage system and storm water drain which functions well especially during rainy season.

One can say that it is the innocent general public who are paying penalty for the inaction/unpreparedness of the Government.

Yes. It is the duty of the Govt. to safe guard the interest of the general public.

In case if the Govt. mechanism lacks to do its duty or did not raise to the occasion in time, to render timely help, immediate alternate is the services of voluntary organisations of selfless motive.In the light of the existence of such organisations with adequate resources are insufficient or insignificant in number, the other alternate is the opposition parties who also form the part of the Govt. in a democratic set up. They should raise to the occasion to prove their interest in public service whatever might be their understandable hidden motive.

We are all also bound to take part in the crusade with whatever we could afford to do or at least a silent supporter with sympathy.
To show our outrage against the inaction of the Govt. machinery who could not take order on their own or against the persons at the helm of affairs, a time would come.
At least the prominence of the opposition parties in the front line of the flood relief activities would awaken the ineffective Govt.
But one thing we have to honestly admit that the general public are all fast asleep when they ought to be awakening; make hues and cries when they unitedly work together.

Now it is the turn of the High Court to goad the ruling Government Officials to
"wake up" to the urgency of the issue and deploy man power to complete cleaning for storm water drains in the city so that the possibility of another such calamity in the next monsoon can be avoided.

Will the politicians who govern the Officials wake up and execute the projects atleast in time in future?

Will the blind followers of the ruling Party who are arguing vehemently against the inaction of the Govt Officials, will keep silent atleast on reading High Court's direction?

Hearing a plea by A. Narayanan of CHANGE India, the First Bench comprising Chief Justice S.K. Kaul and Justice Pushpa Sathyanarayana said, “The calamity being faced now should wake up the authorities to the urgency of the completion of the task. We do not want to say more at this stage and the authorities concerned are engaged in the rehabilitation measure which is the urgent priority.”

As the Chennai Corporation was working with existing manpower and machines, the Bench said, “But, the State government must take a serious view of the issue by making funds adequately available for the Chennai Corporation for procuring more machines and deploy ad hoc manpower to ensure the completion of the task so that the possibility of another such calamity in the next monsoon be avoided.”

I have visited Tambaram west Mudichur area twice.
One time, to assist my relatives ( aged couple in their 70s)..... to come out their house. Now they are at my house for the past 5 days; I also have had the privilege of travelling with them in boat.

Second time on account of a SOS call from a NRI who is a neighbour of my son in Kuwait.I visited his house near Varadharajapuram on Mudichur Road to hand over some essentials and day to day necessaries as only ladies are there.

I am residing in Chromepet, of course a safer area, but I have first hand information about the floods in the areas around Tambaram, Urapakkam, Perumbakkam etc.

I have the experience in my life to raise to the occasion and involving myself in times of crisis and disaster. I am not a paper tiger.In real life, we involve in action for helping others.

Therefore the general comment and sweeping remarks that " Members who have absolutely no knowledge about the agonies of the general public of Tamil Nadu, come here to write some senseless texts to their heart's content." is unwarranted.

I do not understand why this much of provocation while discussing a matter of public importance. I do hope everybody has the freedom of expression in this forum without hurting the feeling of others.

Some feel despondent more than the others. It depends on their mindset and in how much water they are.

They vent out their frustration and blame the whole world for the fury of rain and collapse of established order.

They think others do not feel for them perhaps.

Agonising and posting pouring their hearts out might perhaps lessen their pain.

Some of us underplay our emotions and do what is necessary .

My sympathies for all affected.

By the way my flat in chennai is also under water.

I have not got any SOS from the occupants so far.

Most of my furniture must also be floating in water.lol

I appreciate your sharing your experience in this Forum.

I would have appreciated you if you would have addressed your posting to the other member who liberally uses words like ‘foolish’ ‘senseless’, etc in his postings which mostly bear no substance at all.

I am very serious from day one, in maintaining the etiquette, manners and decorum of the Forum and used to be very courteous in my
language and for your information, none of my postings were deleted by the Moderator against any complaint so far.

I am for lively debate, meaningful exchange of thoughts and sharing of knowledge, but the member invariably instead of countering with points will come out with scathing remarks and has the habit of crossing the ‘lakhman rekha’ quite often and got his postings deleted by the Moderator on complaint by other members which speak volume about his attitude of rudeness,etc

While I appreciate your mentioning of freedom of expression and other things, you will agree with me that one is supposed to
stick to his limits in a public Forum like this and in the event of exceeding the limit, I mean crossing the border, he has to necessarily bear the brunt. And there is no compromise on this.
