Gas cylinder procurement vs aadhar card

Could someone please explain to me the rationale behind the Aadhaar card and subsidy for gas cylinders, especially for those not qualifying for the BPL (below poverty line) category?

I understand the need for subsidy for BPL citizens. But as it stands, the Aadhar card is touted to be mandatory for everyone, if he/she were to apply for a gas cylinder, though the card is not yet in the hands of many citizens. The census operation in 2011 in several city zones seems to have left many citizens without the so-called NPR (National population Register) ID slip that was reported to be sent.

This slip was received by very few people even within the same street.
In my street, with nearly 150 residents, census people collected relevant names and other details in 2011, and as evidence of their visit to the homes, a small stamp-like label was affixed on the front-door frame. Yet, only 10% of the homes in my street received the NPR slip. One of my neighbours, down two doors from my home, got it, but none in the other 18 homes right next door. Why is this happening?

Recently, I stood in line and waited for over 8 hours at the local Corporation office, with proof of DoB, ration card etc, yet when I reached the counter, I was told rudely that my name was not found in the NPR database, and that I will have to submit a fresh application to request for an Aadhaar card, that the census people will then once again visit my home and verify, and then only send me a slip with an ID number. This slip must then be taken to the biometric center for incorporation into a new Aadhar card.

My question, ultimately, is this. Is the GOI providing subsidized gas cylinder to every citizen, irrespective of whether one is BPL, or a billionaire? If not, is there any Govt advisory on what exactly do they propose to do regarding gas cylinders vis-à-vis those who are not BPL but who do not have the Aadhar card yet?


Would any one knowledgeable about this matter please clarify?

NPR slip is usually handed by the Census person directly .We got it directly from the concerned person who visited our house for Census and that lady told us to keep the slip very careful for future biometric processing . Many of my relatives have got that . The name of the Census person has also been mentioned in that slip .
As regards AAdhar card iI feel it is s really in a big mess and there is no proper co-ordination for this .But in due course I expect it to be streamlined properly .

Why do BPL citizens need cylinders? The first attempt should be to make them rise above BPL.

These subsidies are killing...

If not, is there any Govt advisory on what exactly do they propose to do regarding gas cylinders vis-à-vis those who are not BPL but who do not have the Aadhar card yet?

My parents got the Aadhar card last week, and perhaps, I would have to wait in queue when I go to India in september. Things are rather vague now as to the usage but the few people with whom I have discussed this have said that gas subsidies, any applications (for ration, electricity, etc) and registerations (sale), as also driving licence, would perhaps be linked with this number. How far this is true and the integrity of those implementations is left to fate.
 
Aadhar is basically for BPL people (those who have no aadhar) and not made compulsory by the original planners. I doubt whether Nanadan Nilekkeni himself knows the purpose of it. It was brought to India because it was done in the US. Once it was almost given up after our Home Ministry's tiff with the very idea. Then it revived. The bank account is sought supposedly for transferring the subsidized sum to the beneficiary's account. Poor people and the executives of the government believe the amount would be transferred. Some would get to authenticate and rest would miss. From BPL they would be troded down Below PaathaaL Loham. They have already spent 3/4K crores on this. See, there are beneficiaries!
 
Is Aadhar for everyone or only for those who opt for it?

If it is for everyone, then everyday a baby is born. How would a new born baby procure an aadhar card?

If it is for those above a certain age say 18, every day someone turns 18. Should there not be a campaign for Aadhar everyday?

How about subsidy for those who have not a gas connection now but would get one later?

As on date I understand Aadhaar cards are here to stay as per Law of the land. Details are available in the official website of "Unique Identification Authority of India" given here under:

Either we have to obey the order or wait for some one to challenge in the Court of Law.

I will confine my answers relating to seeding of Aadhar Numbers to subsidised Gas cyliners. Hindustan Petroleum Corporation Limited have given detailed clarification in respect of supply of subsidised Gas cylinders and Aadhar cards. Please find the same in the weblink given below:

Those of us who are US Green Card Holders who visit Indian once in 18- 24 months are the most confused about this Aadhar Card.

Last time when we were in India , we were told that issue of Aadhar card is temporarily suspended; we might again be going to India sometime in 2014 only. We need also Gas as cylinders for cooking.

We are completely clueless as to how we can get this Aaadhar Card when we are in US?

When the registration for aadhar card was done, they did not insist on our giving a bank account number. I got my aadhar card without bank a/c therein. Now the gas supply agency says aadhar card should show the bank a/c. Bank manager says they can link the account to my aadhar card number but cannot write anything on the aadhar card itself. Net result - I may not get the LPG subsidy at all. See the intelligence of MMS & PC!!

At the outset I for one do not find any usage for Aadhaar Number,except for availing Government subsidies.

The Act is not yet passed in the Parliament, but the Bill for establishing the "National identification Authority of India" has been introduced in the Rajya Sabha. According to Sec 4(3) of the draft Bill presented "An aadhaar number shall, subject to authentication, be accepted as proof of identity of the aadhaar number holder." Further Sec 6 of the draft bill says" The aadhaar number or the authentication thereof shall not, by itself, confer any right of or be proof of citizenship or domicile in respect of an aadhaar number holder."


All that you need for registering under Aadhaar Scheme is your Identity proof and Address proof. It is enough, if you attach a copy of your Indian Passport that gives both with your application for Aadhaar card. Enrolment for Aadhaar Card is done throughout the year in various places. With little bit of effort you can find the Aadhaar registration place nereby to your place in India.

Interestingly today's "Deccan Herald"carries a news item regarding the PIL filed in the Supreme Court to examin the validity of Aadhaar Card. Pleaee open the following weblink for details:

today when i talked to my mom in chennai through phone...she said that she went for ADHAR CARD registration...huge corruption

in and around aadhar card office....to fill the form/to get supported documents..those who are uneducated...this aadhar

card pgme is HERCULINE JOB.....they want follow as US social security card system.....but its huge problem for india.....

INDIA IS LAND OF MIDDLE MEN...... all transanctions are through middle men....
 
It is and will be possible to get any number of cylinders without subsidy, paying about 900+ for a cylinder. A new scheme of selling 5 Kg cylinders (without subsidy for about rs 330) through petrol stations is also under active consideration.

They, who can live without subsidy, light users and on short term visits, can manage without aadar cards for a long while. With complaints that about 30% of the cards issued are bogus, it will be a while before the scheme can be fully implemented.

Copy of self attested passport pages are adequate for applying; they are not even verified. But a personal visit is necessary to submit the form and for digitising, signature, fingers, face and eyes. Bank account number can be included while filling the form.

In our area, the local corporator (MNS party) is very active. He puts up posters and even delivers notices to all residents in the area when and where aadar camps are held. These camps are held by karvy consultants (who have been authorised by the government) in schools, banks and even community halls, for about a month in each location. I managed to get the formalities completed in about thirty minutes (10 for the actual process), got an sms about allotment after about 2 months with advice to download and print from the web site. Physical card may take its own time to reach!

Aadar registering set up is quite simple. A standard office table with a alaptop, an auxiliary monitor for the applicant to check data entered, a webcam, handheld eye scanner, a palm size scanner for finger prints and signature, a printer and an internet connection. Can handle a minimum of six applicants an hour. The receipt given at the end of the session is needed to access the aadar card for print out.

Expedite work, Aadhaar card agencies told

Taking serious note of the pendencyin making/issuing Aadhaar cards, the deputy commissioner ShekharVidyarthi has warned private agenciesengaged in the process to take their work "seriously". The DC termedthe progress "unsatisfactory".


"The pace at which the enrolment process has beencarried out in the district is unsatisfactory," said Vidyarthi.


The DC also directed officials to provide space forthese private enrolment agencies to function. At the top of the list ofnecessary infrastructure at these dedicated centres would be "undisruptedpower".

Domestic LPG cylinders ~ no subsidy if no Aadhar....... !!!!


Heard of UIDAI ? ~ do you know that cooking done by LPG is presently subsidized and that there is much noise over the price……… ….. children (today) may perhaps not know that half a century ago, people used to cook using firewood; that there were depots in each locality selling firewood; Triplicane has Firewood depot Street……. Later they moved to ‘pumping stoves’ – stoves that used kerosene……

Kerosene… was rationed and sold through ration shops…….people had to wait long hours for getting kerosene.. there used to be vehicles [hand pulled ones as also pedaled with a single tank storage] that would come on the streets, selling kerosene in retail at your doorsteps, albeit at a higher price than the controlled rate……

The gas cylinders revolutionized the way food is cooked; preparing morning cup of coffee was never this easier. In the 1970s, not all household had gas cylinders and people feared cooking in gas stove. Domestic LPG today is subsidized and hence are distributed only by public sector Oil marketing companies. LPG for domestic cooking purposes is available in 14.2 Kg capacity cylinders with authorized LPG distributors. The prices are regularly spiralling up…. Govt created lots of confusion by first announcing 3 and then 6 as the no. of cylinders that would be supplied at subsidized rates.

…from April 2013, each household will get nine subsidised cooking gas cylinders for the next 12 months, against six earlier. Also, consumers will get a quota of five subsidised cylinders for the period September 2012-March 2013, against three earlier. The Cabinet Committee on Political Affairs (CCPA), under the Chairmanship of the Prime Minister, took these decisions after obtaining a go-ahead from the Election Commission. This was required as elections have been announced in the three north-eastern States of Mizoram, Meghalaya and Tripura.

There was a time, when you visited or telephoned your local dealer to have your LPG cylinder booked ~ this system also changed as Oil Marketing Companies moved to centralized system for proper control. Now, the customer places a refill request to the distributor through various channels i.e., manual / telephone / IVRS / SMS and web. The refill request is updated automatically; distributor generates a cash memo; customer gets a SMS on this; delivery boy carries the printed copy of cash memo along with the cylinder; delivery boy places the laden cylinder, takes delivery of the empty cylinder and collects payment [the subsidized rate as billed]; the customer acknowledges by signing on the delivery memo, which gets upated on the distributor application. If you ever felt happy and comfortable even in dreams, perhaps Govt would step in to make it more complicated, unintelligible to common men and make their lives more worrisome. …Now comes the news that LPG consumers without Aadhar cards may have to pay more than double the price for LPG cylinders from October as the Centre is planning to link subsidy on cooking gas to the cards. Gas Cylinder and Aadhar…….. bemused….???? …. statistics compiled by the Unique Identification Authority of India (UIDAI) shows that Tamil Nadu has the lowest number of Aadhaar cards, in the South. LPG distributors state that even those with the cards will have to buy cylinders at non-subsidized rates. The government would later transfer the subsidy amount to the customer's bank account.

Govt is hell-bent on making its Direct Cash transfer scheme a grand hit. It is learnt that with the first phase of rollout of direct cash transfer (DCT) scheme for LPG expected to begin from May 15 (2013), the Prime Minister's Office (PMO) has called for speedier linkage between bank accounts and Aadhaar number. According to newspaper reports, that Banks have been urged to accelerate the opening of accounts for those individuals who have an Aadhaar number. To avail the subsidy scheme the beneficiary must give his Aadhaar card number to the LPG distributor and the bank. The LPG distributor will give the Aadhaar number to the oil marketing companies (OMCs) who in turn will turn will transfer money to the beneficiaries' account. Once the DBT scheme is in place, LPG consumers in districts where Aadhar penetration is more than 80% will get about R4,000 per annum in cash from the government, and they will have to then buy LPG at market price of Rs 901.50 per 14.2 kg cylinder. Banks have been told to run more education programmes to draw Aadhaar card holders into opening bank accounts. Some banks have already started informing customers through different mode of communication, including SMS about linking of Aadhaar number with the account number to facilitate subsidy transfer. Also banks are planning to place dropboxes at LPG centres so that people can drop of their Aadhar number and bank account details.

So for a refill, you need to have a Bank Account, Aadhar Unique No.; have link between the two – then pay the high price, later expect the subsidy to be transferred to your bank account. UIDAI has issued 32 crore Aadhaar numbers till now but the problem is that only 80 lakh bank accounts have been linked with Aadhaar numbers in the country. The scheme will be launched as a pilot project in 20 districts from 15 May (2013). Consumer has to buy LPG cylinder at the market price while the subsidy amount will be credited into its Aadhaar linked bank account. The government is hopeful that this implementation will bring an end to the problem of fake LPG connection and misuse of the LPG cylinder.

~ not many in Tamil Nadu have it (Aadhar card)…….. in case you are wondering ……. ~ it is a 12 digit individual identification number issued by the Unique Identification Authority of India. The number can be used to get social benefits from both the Central and State Governments called Direct Benefit Transfer (DBT). Aadhaar is meant for individuals of any age (including children) for the purpose of establishing identities. Since Aadhaar is for individuals only, it is different for all the members of a family. For deciding uniqueness of every individual, the demographic details (residence address information) of the person and his/her biometric information (photograph, iris-scan, fingerprints) is collected which is stored in a centralized database. Aadhaar is not a compulsory approach instead, it is voluntary based and any individual who is interested in having Aadhaar number for himself/herself can enrol or apply to get Aadhaar number. ----------

Today I successfully completed my Aadhar Card procedure and it went on very smoothly and the crowd was not much . I just completed the formality ir-respective of whether it is really needed or not .

In my opinion "Aadhaar Card" is a cruel joke played on the common man. It has already siphoned off several Crores of tax money.
Today's newspapers carry the news that Supreme Court has passed an interim order stating that it can only be issued to those with proven Indian nationality and cannot be mandatory for accessing public services and subsidies.
However the Gas agencies are insisting of linking Aadhaar numbers with Bank accounts to reimburse cash subsidy. I wonder when the matter is under judicial review how the Government could insist on such procedures.
Every day a new rule is imposed on the people by Cooking Gas supply firms. The latest being, if a customer do not draw their quota of Gas cylinder for six months, he/she has to take the original documents to the Gas Supply Agency to revive supply.
 
Aadhar card was used as a tool by the politicians to legitimise the illegal Bangladeshis who were used as vote banks...By cocking a snook the Supreme court has put a spanner in their diabolical designs!
