    TN announces quota for Muslims, Christians

    CHENNAI: Fulfilling a long-standing demand of the minority communities in Tamil Nadu, Chief Minister M Karunanidhi on Thursday announced that the Muslims and Christians belonging to backward communities(so there are castes in these religions?! - emphasis mine) would get 3.5 per cent reservation each in educational institutions and government employment.

    An ordinance to give effect to the reservation proposal will be promulgated on September 15, the 99th birthday of former Chief Minister CN Annadurai, an official release here said.

    Though the State government has described this allocation as `separate' reservation, in reality, the Muslims and Christians would be given the reservation as a `sub-quota' within the 30 per cent already reserved for the Backward Classes. Obviously, the government has opted for this decision keeping in mind the fact that provision of separate reservation would be struck down by the court.

    "Muslims and Christians are already in the Backward Classes list and so far they are competing with the other communities for reservation in educational institutions and employment opportunities. Now, both communities have specific reservation", a senior official clarified.

    The government's decision follows the recommendation of the Commission headed by Justice MS Janarthanam which went into the possibilities of providing separate reservation for Muslims and Christians.

    The Commission studied the report of the Second Backward Classes Commission headed by JA Ambasankar which had detailed information about the population of the backward class Hindu communities as well as that of Muslims and Christians, an official release here said.

    Reservations to the minorities had been one of the election planks of the DMK, and of late it had come under fire from several Muslim organisation for not announcing the quota even though the Karunanidhi had been in power for more than a year.

    But Karunanidhi had been countering these criticisms saying that he was treading cautiously on this issue only because he did not want any reservation announced by the government to be struck down by the judiciary, as had happened in Andhra Pradesh.

    The 7 per cent reservation for Muslims and Christians in Tamilnadu (within the overall 30 per cent resevations for the backward castes) should open up some unknown and unexpected controversies, including some political turmoil, in Tamilnadu. Because, this would automatically leaves only 23 per cent to the backward castes, and, these sections are already asking for increased quotal, and even within the backward castes only only some of the dominant ones cornering most of the seats (the dominant Mukkulathors) and leaving not much to the many backward castes.

    One has to wait and see what sort of implications it has on the overall reservations. Immediate objections within the backward caste politicians cannot be expected, because of the minority card; Dr. M.K has played a crucial trump in this whole affair. Interestingly, the Buddhists, Jains, Jews and other small denominations have been exempted from this quota! It shows that Dr. M.K and the kazhagams consider these religions at par with the Hindus and Hinduism. The father of the oppressed castes in India, Dr. B.R. Ambedkar (the D.M.Ks , the viduthalai chiruthaigal and other such groups consider B.R. as their God! it is a big jolt to them all, but would they be having this much sense to interpret this new definiton of miniority by Dr.M.K?

    In any case, the Supreme Court Judgment has put a clear celing for total percentage of reservation, and hence, the open quota communities do not need to feel more insecured. In this context, it may not be out of place to open a dialogue that why the tamil brahmins should not join together and argue in favour of considering them as a minority? Since the whole politics of Tamilnadu never considered us as Tamils or even as Indians, hence none of them would say in it court that we belong to the Tamils or Tamilnadu, their own argument that 'brahmins are Aryans and Aliens" would help us to win and we become a minority in India. Once we become a minority, then we do not need to bother for centuries to come? In fact, the Ramakrishna Missioni has successfuly got the 'Minority status' for their identity in India and thus saved themselves from the State atrocities that are faced by other Hindu sects. We can place our arguments on the same lines. Our Lawyers can help us in this regard, people like Parasaran can be of some help in this step. One life time chance for people like Parasaran & Co for doing some retribution for their deeds! Any comments?

    In fact, the Ramakrishna Mission has successfully got the 'Minority status' for their identity in India and thus saved themselves from the State atrocities that are faced by other Hindu sects.
    They did not get it. The question was the interference of the West Bengal government in the educational institutions run by the Ramakrishna Mission. It was filed by two very old Swamijis without any official sanction.

    Though the High Court allowed the petition, the case was dismissed by the Supreme Court. In the words of the learned Judge "Swami Vivekananda was a Hindu Monk and described as such in the U.S when he went to the parliament of religions. Ramakrishna Mission is a Hindu mission."

    A section of Arya Samaj institutions had also claimed minority status.

    Similarly, to get benefits of Articles 29 and 30, many other sects of Hindu religion proclaim that they are not Hindu.

    This is a very dangerous trend which has led to the fragmentation of Hindu Society. We should guard ourselves against this.

    I think the dynamics here are a bit different.

    As you rightly said, this is an "internal reservation" so that the cap of 69% (which is a Schedule 9 Act) isnt breached.

    I think the 'politicisation' could pan out something like this:

    a) Dalits or followers of Ambedkar wouldnt make a fuss, since their quota is intact.

    b) The 'mid-tier' MBCs & OBCs would take it with a pinch of salt. Explicitly they cant disagree. However parties like PMK, ADMK would be worried since this completely shifts the Minority vote bank to the DMK.

    c) MK has cleverly made this an internal quota after the Andhra experience wherein AP Govt sought to create a fresh quota of 5%

    d) The reaction of Sarath kumar and Vijaya kanth will be very key. Traditionally their support base is the BCs. Their reaction will be very key in terms of the BCs view it - aggrieved or not.

    e) The KKKs have tried for long and hard to create a seamless *Dravidian bastion* in the South. Thanks to the linguistic division of States and the *Water disputes*, the KKKs couldnt mould the people across States into a formidable block. (Secretly i guess we should thank the Vattal Nagaraj, Achuthanandans of the world ). So i dont expect much support across the *borders*

    f) Another key player is JJ. Whether she is able to pick any holes in this.

    My own personal take is this :

    I dont know about Christians but Muslims for sure deserve all the help. Sachar committee has clearly depicted Muslims as a disadvantaged group, much of which is their own doing since they expected religious non-interference as the only output of Governance. Now they realise the backwardness of their group.

    Even if i go as per my pet theory of having *economic status* as the basis, Muslims would surely qualify for it.

    The Reservation Saga is getting murkier by the day in India. Unless Govt wakes up to Affirmative Action as the basis instead of Q&R and has the 'patience' to see the social change, the saga will continue in India.
