four pm is the best time. kindly see in google drik panchang.com in tamil panchang they are giving all times. dur muhurtham is there from 2 to 4pm. so you can have 4pm as the correct time. I have given slokas to tie the saradu in the monthly festivals thread in karadaian nonbu details. I have given for the 12 months for this year all the festivals. details.
 
best time is 3.25pm to 3.45pm. the slokam DORAM GRINNAMI SUBHAGE SAHARIDRAM DHARAMYAHAM. BHARTUHU AAYUSHYASIDHARTHAM SUPRITA BHAVA SARVADA. (he subhage bhagyatte tarum deviye manjaludan kureeya endha mangalnan sarade mureyaka vratham erundu nan annadhu kayeethile kattikolghiren. endha vrithatal nee santhoshampattu enadhu kanvar mattrum kuyandagalereen aayushe needethu epothum arul pureeya vendum.
 
Sir its actually tamil month massi- panguni together,ie-MARCH Month 14 ,Thursday between 3.25 pm -3.45 pm . ( not february.)
