Is Tamil Nadu ready to give up government freebie schemes?

The DMK says we need to move beyond just freebies.

Ahead of the TN Assembly elections in 2016, the DMK has begun the exercise of holding consultations to prepare the party manifesto. A committee consisting of TKS Elangovan, TR Baalu and Kanimozhi has been touring the state to seek views from various quarters. The committee has reportedly hinted that the party is trying to move away from the ‘freebie-culture’ in Tamil Nadu and focus on issues of growth and development.

Elangovan told the Times of India in Madurai, “We have come to know that the main issues concerning people are water, electricity and employment. And traders want reforms in taxation. We will try to work out measures on those.”

Speaking to The News Minute from Pudukottai, Elangovan clarified that they have not decided to move away from freebies, they are only holding consultations. “But that is what people are saying. The freebie era is over. We are not going to do away with any of the schemes. A lot of the schemes help the poor. But we have to do more than that and look at other things,” he said.

I feel the freebies scheme has endeared a very good section of the population to the government (which gives such freebies). It also is aimed at the deprived sections including the economically backward. Unlike the reservation system here there is no caste factor; so, even many tabras are able to avail these freebies.
 
I would like to share the observations made by Supreme Court in respect of offering ‘freebies’ by political parties and this dates back to May 2013.

“Freebies ‘shake the root’ of free and fair elections: court
[h=2]The Bench directed the Election Commission to frame guidelines in consultation with all recognised parties[/h]Although the law is obvious that promises made in an election manifesto cannot be construed as a ‘corrupt practice’ under Section 123 of the Representation of the People Act, the reality is that distribution of freebies of any kind undoubtedly influences all people and it affects the level-playing field, the Supreme Court said on Friday. A Bench of Justices P. Sathasivam and Ranjan Gogoi said: “Freebies shake the root of free and fair elections to a large degree.” Considering that “there is no enactment that directly governs the contents of the manifesto,” the Bench directed the Election Commission to frame guidelines for the same in consultation with all recognised parties. A separate head for manifesto guidelines could be included in the Model Code of Conduct for the Guidance of Political Parties and Candidates.
The judges said, “We are mindful of the fact that generally parties release their manifesto before the announcement of the election date: in that scenario, strictly speaking, the Election Commission will not have the authority to regulate any act which is done before the announcement of the date. Nevertheless, an exception can be made in this regard as the purpose of the manifesto is directly associated with the election process.”
