You can take the help of agencies in this field. they regularly advertise in the classified coloums of news papers. They charge half monts salary.

you might want to loosen your restriction.
from what i gather, k/tb cooks are at a premium, and if you at all end up with one, might pay too much for poor quality. and a high turnover.
maybe a capable person, irrespective of caste or creed, clean and knows the essentials of south indian vegetarian cooking (all veggie food is very similar, with only coconut thrown in for palakkad cuisine).
